With the rapid development of China’s economy,logistics industry plays an irreplaceable role as an important link to ensure the production and sales of enterprises.The development of logistics park with the attribute of industrial cluster not only conforms to the historical trend,but also contributes to the upgrading of logistics industry.Due to the relative lack of experience and lax audit in the construction planning of logistics parks in China,there are some problems such as low construction threshold and fuzzy function positioning,resulting in the inability to highlight the advantages of some logistics parks after they are officially completed and operated.In order to solve this problem,it is urgent to establish a scientific and effective performance appraisal system.Under this background,this thesis focuses on how to scientifically establish the performance evaluation system of logistics park,so as to provide decision-making reference for solving relevant problems.Based on the theory of logistics park concept,classification,industrial cluster and performance appraisal system,through reading relevant literature and government documents,this thesis selects 13 performance appraisal indicators in four aspects: infrastructure,service capacity,operation management and social contribution.In order to ensure the scientificity and accuracy of index weighting,based on the analytic hierarchy process with subjective attributes and the entropy weight method with objective attributes,this thesis improves the general comprehensive weight calculation method with the help of the principle of minimum relative entropy,so as to make the results closer to the real distribution.Using logistics parks from different regions and different types as test samples,it is proved that the system has a certain ability of assessment,evaluation and differentiation,and the scientificity and rationality of the improved comprehensive weight TOPSIS method model.Through the performance evaluation analysis of logistics parks in different regions and different types of logistics parks in China,it shows that the main and secondary indicators affecting the performance of different regions and different types of logistics parks are not exactly the same.Therefore,it is concluded that we should pay attention to the impact of the region and types of logistics parks in the performance evaluation,so as to lay a foundation for the subsequent targeted evaluation and provide corresponding suggestions. |
