Research On The Chinese Experience Usage In Development Of Special Economic Zones In Russia

In the past few years,the Russian economy has encountered many challenges,experienced the epidemic and sanctions,and withstood the test of various risks.According to the forecast of the Central bank’s investigation,Russia’s GDP will drop by8% in 2022.In this case,the actual decline in GDP will actually repeat the results of2009.At that time,the Russian economy collapsed by 7.8% due to the global financial crisis.In this case,Russia needs to modify the method of stimulating economic growth.In all economic development tools,those tools that can not only stimulate the current investment,but also create conditions for the development of infrastructure,human capital and new business models.One of the mechanisms to promote regional economic growth is to create and develop special economic zones.From the beginning of the establishment of a Special Economic Zone in China,Russia has closely paid attention to the process and results of its activities,and tried to create a special economic zone for success for the first time.Russia has always been interested in the establishment of a special economic zone to improve the employment level in different regions.The Special Economic Zone is an integral part of China’s economy and has played the huge role as locomotives in the national economic growth over the past few decades.At present,Chinese and foreign scholars have been conducting in-depth research on the development of the Special Economic Zone,but Russia still has not enough relevant experience in establishing special economic zones,especially Russia doesn’t have many comprehensive researches on the construction of the Special Economic Zone and its basic work.This paper expounds the theoretical basis for the study of special economic zones;introduces the development process and current situation of special economic zones in Russia,including the resources,efficiency,investment and investor structure of each special economic zone,registered companies and new jobs,tax incentives,etc.;focuses on the analysis of Russia The problems of special economic zones,including legal system,efficiency estimation,common problems of talent shortage,industrial production-oriented and port-oriented special economic zones,technology promotion special economic zones,and tourism and leisure special economic zones;On the basis of the successful experience in four aspects,corresponding countermeasures are put forward for the problems existing in the construction of special economic zones in Russia: improving the relevant laws of special economic zones,improving the performance evaluation methods of special zones,attaching importance to the cultivation of talents,improving management policies,adjusting the size of special economic zones and location,and also propose special strategies for the development and improvement of each special economic zone.This dissertation makes a comprehensive and detailed analysis on the important topic of Russian special economic zones,so that Chinese and foreign scholars can understand the characteristics and advantages of Russian special economic zones more comprehensively,and provide a theoretical framework and reference for Russia’s cooperation and development in the economic field.
