Agglomeration Of Agro-processing Industry,Spatial Spillover And High-quality Development Of Agriculture

Stabilizing a solid agricultural foundation and guarding the base of agriculture,rural areas and farmers are the "ballast stone" for the turbulent situation and opening up a new situation.General Secretary Xi Jinping and the Central Committee of the Communist Party of China attach great importance to the issues of agriculture,rural areas and farmers.Strategic priority is reflected.Under the new situation,the main contradiction of agriculture has changed from the contradiction of insufficient supply to the contradiction of structure,which is mainly manifested in the coexistence of oversupply and supply shortage periodically.However,the limitations of China’s current agricultural production will pose a problem to China’s food security and high-quality agricultural development,whatever in terms of agricultural production supply and agricultural production mode.The pattern of tight supply and demand balance will not change;the task of stabilizing production,diversification and producing high-quality agricultural products is getting heavier.Looking at the International Situation,the world has entered a period of turbulent changes,and the global food industry chain and supply chain have increased uncertainty and risks.Maintaining stable agricultural production capacity has always been our party’s top priority in governing the country.At the same time,changing the concept and mode of agricultural development,deeply embedding agricultural production into modern large-scale production links,comprehensively improving the quality,efficiency and competitiveness of the agricultural industry,and promoting high-quality agricultural development have also become important national strategies.In order to solve the problems of stable supply and supply structure,on the basis of protecting the enthusiasm for growing grain,the industry also needs to play a "symphony of integration".The interaction between industries is of great significance to promote the integration of production links into the value chain of modern agriculture.Therefore,it is an effective way to promote the agglomeration and development of agro-processing industry and guide the rationalization and specialization of production links through reverse integration of the industrial chain.The agro-processing industry extends from the traditional planting and breeding industry.It is a downstream industry with high industrial relevance.And it is also an indispensable part of the modern agricultural industry system and production system.The scale effect of development of agro-processing industry will put forward standardized requirements for the quantity and quality of agricultural production,so that the agricultural production link will no longer provide spontaneous supply,but drive and guide production.Optimize agricultural structure with demand,so as to achieve high-quality agricultural development.From the perspective of the coordinated development of the industrial chain,relying on the development of key links to indirectly drive the high-quality development of agricultural production links,so as to solve the problem of quality and quantity of agricultural product supply.In order to achieve the high-quality development of the agricultural product processing industry,the Ministry of Agriculture and Rural Affairs proposed the development goals of optimizing the spatial layout,encouraging the industry to develop in the production area,and to agglomerate in the advantageous areas.Under the policy of giving priority to the development of agriculture,the driving force of policy has been strengthened,and it is the right time to vigorously develop the agro-processing industry.Taking the spatial panel data of 26 prefecture-level cities in the Yangtze River Delta as an example,on the basis of theoretical analysis,a spatial econometric model was constructed to analyze the influence of agglomeration degree of agro-processing industry on agricultural output value and spatial spillover effect,and the driving effect of agglomeration development of agro-processing industry on agricultural production link was expounded.According to the panel data of the main agricultural producing areas in China,the development potential index system model of agro-processing industry agglomeration in advantage areas was established.The entropy method is used to determine the weight of each index,and the global principal component analysis method is used to get the score of the development potential of the comprehensive agglomeration.The existing advantages and disadvantages of each province are analyzed through comprehensive layer research.The question of where to assemble is discussed.Relevant policy suggestions on industrial agglomeration development are put forward to facilitate policy makers and further enrich existing research results.The results show that the agricultural output value of each region has spatial correlation.The agglomeration development of agro-processing industry promotes the development of agricultural economy in local region and has significant spatial spillover effect on the surrounding areas.However,the agglomeration degree has an inverted U-shaped effect on agricultural production.According to the index system of agglomeration development potential,it is found that factor environment has the greatest influence on agglomeration development potential of agricultural processing industry,followed by market environment,and finally by scientific research environment.The agglomeration potential of agro-processing industry in China’s advantageous areas shows a steady rise.However,the eastern developed regions grew faster while the central and western regions grew more slowly.As a whole,the agglomeration development mode of agro-processing industry is suitable for the agricultural advantageous area in the eastern developed region rather than western ones.Accordingly,the agglomeration of agro-processing industry is suggested.Meanwhile,we should adjust measures to local conditions.The differentiated development strategy focused on introducing agro-processing enterprises as growth poles should be proposed.Guiding the industry to create path dependence in the underdeveloped areas of agricultural economy to drive high-quality development of production links.The eastern provinces with greater potential should consider the rationality of industrial spatial distribution and rational allocation of factor resources.The central and western regions with agricultural advantages should be inclined to establish better factors,market and scientific research environment,and do a good job in undertaking industrial work.Using the spatial correlation of agriculture and the spatial spillover effect of processing industry to promote the high-quality development of local and surrounding agricultural economy.
