Discussion On The Construction Of Selenium-rich Functional Special Agricultural Zone In Guigang City

Functional agriculture as a trillion-level emerging industry is an important direction for the future development of agriculture,in terms of the concept and essence of functional agriculture,it is not only a new agricultural science and technology revolution,but also a good recipe to solve the current and future energy crisis and food shortage,the future is bound to be the focus of fierce competition in the world.As an important component of functional agriculture,selenium-rich functional agriculture is an important strategic breakthrough in realizing modern agriculture and ecological high-value agriculture.As an innovative attempt to explore the road of agricultural modernization with Chinese characteristics,the special agriculture zone is also a key research direction in the future.Carrying out the construction of selenium-rich functional special agriculture zone is in line with the urgent need for high-quality agricultural development in the new era.This paper takes Guigang City as an example to explore the construction of selenium-rich functional agriculture special zone,and first of all,the relevant concepts of selenium-rich functional agriculture and special agriculture zones are elaborated on the basis of extensive reading of literature on functional agriculture and special agricultural zones through the literature research method.Secondly,from the actual situation of the development of the selenium-rich functional agricultural industry,the policy basis,the driving force for reform and the experience of the construction of the special zone,the basic conditions for the establishment of the selenium-rich functional agricultural special zone in Guigang City are comprehensively analyzed,and the possibility of developing the selenium-rich functional special agriculture zone is concluded through the necessity and feasibility analysis,and finally combined with the SWOT analysis method,the advantages,disadvantages,opportunities and threats of the construction of the selenium-rich functional special agriculture zone in Guigang are studied,and the low level of development,insufficient industrial competitiveness and incomplete supporting system are found.Weak talent support and lack of stable industrial development funds and leading enterprises are the main obstacles to the construction of selenium-rich functional special agriculture zone,but their good natural conditions,rich selenium-rich resources,excellent location advantages and high-level scientific research achievements are still strong supports for the construction of special agricultural zones.Therefore,on the basis of the definition of the special agricultural zone,it makes full use of its outstanding advantages and existing development opportunities to put forward the construction idea of the selenium-rich functional special agricultural zone in Guigang City,mainly around the work focus of the selenium-rich functional special agricultural zone,that is,the sound optimization and matching operation mechanism of the selenium-rich functional agricultural modern agricultural industrial system,production system and operation system,and drawing on the development experience of the special economic zone to break through the implementation of the management leadership system of “ministry-province joint meeting + local government”.Give Guigang Municipal Autonomous Region level(provincial level)economic and social management authority,adhere to the party’s overall leadership and coordination of the work of the special agricultural zone,and jointly support the operation of the special agricultural zone with the talent development and cultivation mechanism,land circulation mechanism,investment and financing mechanism,and scientific and technological support mechanism,and give suggestions to strengthen organizational leadership,talent support,financial support,service guarantee and policy guarantee for the smooth implementation of the plan.
