Problems And Countermeasures Of Implementation Of Chengdu Long-term Care Insurance Policy

At present,the problem of long-term care for the elderly under the background of population aging is an unavoidable problem for the society,especially the problem of long-term care for the disabled elderly under the background of family miniaturization.We must prepare for the rainy day and put forward corresponding countermeasures and methods from the perspective of active aging and healthy aging.China’s current social insurance system provides five basic guarantees for residents,but there is no institutional guarantee for the life care after long-term disability,which is most likely to happen at the end of life.Chengdu issued a long-term care insurance policy in 2017.After five years of trial,the policy has expanded the coverage from urban workers in 2017 to urban workers and urban and rural residents.Long-term care insurance not only provides the disabled with basic life care and daily care,but also relieves the burden of their families and ensures them both psychologically and physically.Can also promote the development of pension cause,so as to improve the pension problem,enhance the quality of life of the elderly has a positive significance.Although the implementation of long-term care insurance policy is well received by all sectors of the society,there are some problems that need to be improved in the implementation process.This paper uses Smith’s policy implementation model theory to comprehensively analyze the current situation,problems and causes of long-term care insurance policy implementation in Chengdu from the aspects of idealized policy,executive organ,target group and implementation environment,and puts forward corresponding improvement countermeasures.Through the questionnaire survey on the popularity of long-term care insurance,it is found that the concept of long-term care insurance is easily confused by the public,and there is room for improvement in the popularity and publicity mode of the policy.According to the statistics of care service institutions released by the Health Insurance Bureau,problems such as supply and demand relationship and shortage of service personnel need to be improved.In addition,there is room for improvement in the financing mechanism of long-term care insurance and the coordination degree of policy enforcement agencies.Paper according to the analysis of the causes of problems,from the long-term care insurance policy system construction,the legislation to promote and strengthen enforcement agencies function,care services,and the coordinated development of talents,optimize the fund raising mechanism,promote the coordinated development of long-term care and pension business,etc.,to promote the long-term care insurance policy effective execution of Chengdu countermeasures and Suggestions are put forward.
