The development of market economy influence the change of consumption concept,with the continuous improvement of people’s living standard,people consumption is no longer just focus on the product itself brings the value and role of,is no longer just focus on product quality,performance,not only consider the safety of the product,but will consider consumption activities,consumer products,the healthy life of high quality life,To actively pay attention to the quality of consumer services,which is often referred to as consumer experience.However,compared with the development of market economy,living standard and consumption concept,the development of consumer rights protection,which is closely related to consumers,still has shortcomings,and the road of consumer rights protection is not smooth.This thesis mainly Q city S area consumer rights protection situation as the research object,using the theory of polycentric governance,reference the logic behind the theory of government failure and market failure,absorb the concept of the new public service theory,determine the consumer rights protection in this thesis involves multiple subjects,respectively,judicial,government,operators,the rights of supervision and four aspects.By analyzing the specific situation of multiple subjects in the work of consumption and rights protection,combining with the construction of national consumption and rights protection work,based on the development status of relevant subjects in S District of Q City,combined with the literature review method,questionnaire survey method and interview survey method,the current situation of consumption and rights protection in S District of Q City is understood from multiple subjects and angles.Through the research,it is found that the continuous improvement of relevant laws and regulations has covered the problems faced by consumer rights protection to the greatest extent,but there is still a certain lag in the provisions of consumer rights protection in emerging fields.Law enforcement departments and relevant industry departments are responsible for the main administrative protection of consumer rights,especially the grass-roots market supervision departments have made positive attempts and innovations,and achieved certain work results.Industry and enterprise operators as the main responsibility,there are two levels of differentiation,the overall level of self-discipline still need to be further strengthened and improved.To a certain extent,the supervision of consumer rights protection reduces consumer infringement and improves the efficiency of consumer rights protection.Consumer rights are still at the present time to accept,identification,claims,rights protection problems,this thesis tries to through the judicial level,administrative protection,multiple subject enterprise self-discipline and social supervision is analyzed,and proposed to strengthen the government leading role in the course of consumer rights protection,strengthens the operators in the consumer rights protection main body responsibility,improve the consumer rights protection supervision and other solutions.
