Analysis On Multidimensional Poverty Reduction Effects Of Inclusive Finance Development In Qinghai Province

Qinghai is one of five pastoral areas in our country,has the characteristics of high altitude,multi-ethnic and wide distribution of poverty population.In 2016,Qinghai became first inclusive financial province,after five years’ practice,Qinghai has developed Qinghai inclusive financial development mode,and play an important role in poverty alleviation.In this paper,Haiyan County as a typical agricultural and pastoral county in Qinghai province,is selected as the research object to research the relationship between inclusive finance development and multidimensional poverty reduction in Qinghai agricultural and pastoral area.Through literature review,it is found that scholars at home and abroad generally reach a consensus on poverty reduction through inclusive finance,so the research hypothesis is proposed:inclusive finance development in agricultural and pastoral areas can effectively alleviate multidimensional poverty.In the literature of past inclusive financial poverty alleviation in ethnic minority areas,scholars generally does not build a multidimensional poverty index system,so this article innovation in research methods,selected inclusive financial index as explanatory variables,selected multidimensional poverty index as explained variable,and introducing fiscal expenditure level and industry structure level as control variables.In this paper,the time series data from 2011 to 2020 of Haiyan Agricultural and Pastoral area were used to verify that the development of inclusive finance in Haiyan Agricultural and pastoral area can effectively reduce multidimensional poverty by means of impulse response analysis and variance decomposition analysis.Meanwhile,it was found that there was a small negative correlation between the government financial expenditure and poverty reduction in Haiyan Agricultural and pastoral area.The improvement of agricultural development level can alleviate multidimensional poverty in the short term and has a strong restraining effect on poverty reduction in the medium and long term.Combined with the problems encountered in poverty reduction of inclusive finance in Haiyan County and the results of empirical analysis,banks in Haiyan County need to continue to refine and deepen inclusive finance business,insurance and guarantee companies need to play a role in facilitating the development of inclusive finance,the government needs to play a role in leading industrial development,and financial institutions need to strengthen business promotion.
