| The assets,funds and resources which are actually held by the village collective is generally referred to as the "three assets".Therefore,the success of the management of the "three-assets" is very significant to the members of the village collective.In order to promote the stable and efficient development of rural grass-roots economy,we need to further complete well the "three-assets" management so as to expand the collective economic benefits.In 2018,Ministry of Agriculture and Rural Affairs pointed out that we need to establish an effective management mechanism to consolidate the achievements firmly in the battle against poverty.We need to prevent poverty-returning,and accelerate the reform of the rural collective property rights system.In 2019,Document No.1 which issued by the central government proposed that the operating system of "funds into stocks,resources into assets,and peasants into shareholders" should meet the requirements of the new era.We can try out "three-changes" operation system and realization form in village collective first.At the same time,the faster the village collective economy develops,the more problems arise,such as supervision deficiency,attention absence,and unclear responsibility,etc.If the problems were not found and dealt with in time,it would limit the economic progress of the rural collective.In order to promote the management of the "three-assets",we are responsible to find a new suitable way for the management of the "three-assets" in rural area.We need to be guided by the excellent domestic theories which have studied on the management of the "three-assets" at the village level.Take Bayi village-level "three-assets" management as an example,we need to analyze the problems we faced,then to find the actual difficulties,and finally give specific measures and suggestions for reference. |
