With the promotion of the national import expansion strategy, the import scale of China continues to improve, and it leads environmental problems and energy pressure which we cannot ignore. How to balance high-quality import and"double carbon target" has become an important issue of great concern to the political and business circles. The existing research focuses on the measurement of the quality of imported intermediates or energy efficiency.Although some scholars pay attention to the impact of the import of intermediates on energy efficiency, few literatures focus on the level of manufacturing enterprises to study the relationship between the quality of imported intermediates and energy efficiency. This paper starts to explore the impact and mechanism about the quality of imported intermediate products on the energy efficiency of manufacturing enterprises from the micro enterprise level. And promoting the improvement of energy problems by improving the quality of imported intermediate products has important theoretical and practical significance for realizing China’s "double carbon" goal and promoting high-quality and sustainable economic development. The research ideas of this paper are as follows:this paper uses Chinese industrial and enterprise database, customs database and pollution database to discuss the relationship between the quality of imported intermediate products and energy efficiency, and further analyzes the possible impact mechanism.Firstly, the paper sorts out the research methods and impact mechanisms, and then studies the calculation literature on the quality and energy efficiency of imported intermediates respectively. Then the paper describes and analyzes the relevant typical facts.Secondly,we discuss the theoretical mechanism of the impact of imported intermediates on the energy efficiency of manufacturing enterprises, and this leads to the research hypothesis of this paper. On this basis, this paper makes an empirical study by using the data of manufacturing enterprises from 2001 to 2011 in order to discuss whether the quality of imported intermediate products can improve the energy efficiency.Further, this paper makes a heterogeneity analysis according to whether the enterprises are state-owned enterprises, the scale of enterprises and their regions. Finally, the impact mechanism is tested from two aspects:technology spillover effect and productivity promotion effect. The conclusions are as follows:first, the import of high-quality intermediate products in manufacturing enterprises can improve the energy efficiency of enterprises.Second, different enterprises have differentiated promotion effect. On the one hand, foreign enterprises and larger-scale enterprises have better performance; On the other hand, enterprises in different regions also show heterogeneity, among which the northern coastal and eastern coastal comprehensive economic zone are regions with the most significant impact effect.Third, the improvement of the quality of imported intermediates plays an important role in promoting energy efficiency mainly through the intermediary mechanism of technology spillover effect and productivity promotion effect.According to the above conclusions, the paper puts forward:firstly, increase the import of high-quality intermediate products and improve energy efficiency;Secondly, strengthen independent research and development and create synergistic effect; Finally, formulate different development strategies to promote balanced development.
