Comprehensive land improvement in the whole area refers to the comprehensive,scientific planning,management and protection of land resources,so as to solve a series of problems such as low efficiency of intensive land use,serious ecological degradation of land and relatively insufficient supporting facilities for production.The development of the whole land comprehensive improvement project needs a large amount of financial support,but it is often difficult to support the whole project process through financial funds.In addition,the investment is subject to the rigid requirements of investment regulations and resolutely curbing new hidden debts,so it is particularly important to open up channels and give full play to the subjective initiative of enterprises.The whole land consolidation business is often faced with a big financing dilemma.From the perspective of the project itself,first of all,the comprehensive land consolidation project needs a large amount of financial support,but since the income mainly comes from grain increase and land index transaction,and the project involves a wide range of areas and many non-profitable sub-projects,the capital return cycle is long,and it is difficult to attract a large number of investors.Secondly,the awareness of the whole land comprehensive consolidation industry is low,resulting in a high financing threshold and limited financing channels;Third,the comprehensive land consolidation project has a wide impact,needs to solve complex social,policy,environmental,economic,legal and other issues,requires coordination among various departments,and has high potential cost.Finally,the comprehensive land management project needs to consider the improvement of land value after the management,and it is difficult to confirm the rights,so the valuation is more complicated and it is more difficult to quantify the future income.From the external factors,the rural land financial service guarantee is not enough,the supporting policy is not mature,the fund is too scattered and other factors also cause the difficulty of project financing.From the perspective of current financial supply,the mainstream channels of bank loans and bond financing have certain restrictions on land projects,and there are few suitable products,and there is a big mismatch between market supply and financing demand.This paper provides enterprises with a variety of debt and equity financing innovation channels,debt financing channels include land financing trust,land bank,land asset securitization and land sale and leaseback;Equity financing channels include industrial investment funds,land "real estate investment trusts" and so on.If enterprises want to maximize financing efficiency,they must organically combine the above financing methods based on the actual situation.At the same time,enterprises should optimize their financing structure,improve the financing guarantee system,enhance their profitability,so as to enhance their financing ability.
