"The Social Security Law of the People’s Republic of China" is an important law that plays the role of a stent in the legal system of socialism with Chinese characteristics.China’s social security consists of five insurances.Birth insurance is an important part of China’s social security.China’s birth insurance system began when the founding of New China,with the continuous development of the society to improve.The implementation of maternity insurance not only protects the legitimate rights and interests of female workers,but also ensures equal employment between men and women.In January 2017,China began to merge basic medical insurance and maternity insurance for workers in 12 pilot cities.The merger of the two insurance systems is a major reform of China’s medical insurance system.In March 2019,China decided to implement the merger of the two insurance systems nationwide after pilot cities.In May 2021,China’s fertility policy changed,a couple can have three children,the implementation of this policy put forward higher requirements for the implementation of the merger of the two insurance,but also put forward a new topic for the implementation of maternity insurance under the background of the merger of the two insurance.Taking Zibo City as an example,based on the theory of collaborative governance and Rawls’s theory of justice,this paper uses questionnaire survey,semi-structured interview and case analysis to carry out in-depth research and discussion on the implementation of maternity insurance under the background of the combination of the two insurance.First of all,it introduces the research background,research significance,domestic and foreign research situation,and expounds the research ideas and research methods of this paper.Secondly,it explains the concept of the combination of two insurance and maternity insurance treatment,the theory of collaborative governance and Rawls’s theory of justice.Then,the implementation status of Zibo maternity insurance under the background of the merger of the two insurance is discussed in depth.On the basis of comprehensively combing and summarizing the practice and effect of the two insurance merger in 12 pilot cities in China,combined with the questionnaire survey and interview method,this paper discusses the development course of the two insurance merger in Zibo City,the main measures of the implementation of the two insurance merger and the results achieved.Next,analyze the problems and reasons in the implementation of fertility insurance in Zibo City after the merger of the two insurance.Problems include:insufficient coverage of maternity insurance,inadequate benefits,difficulty in collecting and paying maternity insurance premiums,increased risks in fund operation,and the level of service needed to be improved.The problems are mainly caused by the lack of strong support for the implementation of maternity insurance,the lack of fairness in the protection of maternity insurance benefits,the imperfect collection mechanism of maternity insurance funds,the imperfect fund supervision system,and the low level of informatization and specialization in handling services.At the end of the paper,suggestions are put forward from the following five aspects:to improve the implementation of maternity insurance support measures,enhance the fairness of maternity insurance treatment,improve the financing mechanism of maternity insurance,strengthen the supervision of the fund and improve the service level.
