Research On The Path Of Agricultural Modernization In Heilongjiang Province Enabled By Digital

In 2022,the "14th Five Year Plan" for Promoting Agricultural and Rural Modernization identified agricultural modernization as a new goal for future agricultural and rural development and construction,indicating the path for agricultural development in various provinces.Under the surging development of the digital economy,various provinces and cities have used digital to empower agriculture to achieve digital and modern transformation.In particular,Heilongjiang Province,as a major agricultural province in the country,shoulders the heavy responsibility of "ballast stone" of national grain,and pulling the modern transformation of agriculture through the digital economy is a rare opportunity.Focusing on the current situation,although Heilongjiang Province has achieved a series of achievements in agricultural development,there are still problems in the modernization of digitally enabled agriculture,such as insufficient motivation for technological innovation and weak construction of digital facilities,which hinder the high-quality development of agriculture in the province.The article focuses on the digital economy enabling agricultural modernization in Heilongjiang Province,scientifically defining relevant concepts,based on technological innovation theory,network technology development law theory,transforming traditional agricultural theory,agricultural comparative advantage theory,and system dynamics theory.Firstly,based on the characteristics of the digital economy,the mechanism of enabling agricultural modernization by the digital economy is analyzed.Through qualitative analysis,it is found that there are still problems in Heilongjiang Province’s agriculture,such as a lack of digital talent,weak digital infrastructure,and insufficient motivation for digital technology innovation.Secondly,further quantitative analysis is conducted to address these issues.By selecting the city data of Heilongjiang Province from 2011 to 2020,11 input-output indicators were constructed,and data envelopment analysis(DEA)was used to measure the level of digital enabled agricultural modernization in Heilongjiang Province.Using VEN SIM to construct a system dynamics model for digitally empowering agricultural modernization in Heilongjiang Province,simulation is conducted from three aspects:basic behavior,policies,and driving factors of the digital economy.Finally,targeted recommendations are proposed to assist agricultural enterprises in Heilongjiang Province in achieving transformation and upgrading in the context of the digital economy.Through the research,it is found that the comprehensive technical efficiency and pure technical efficiency of Heilongjiang Province have been very high in the past 10 years,showing a fluctuating upward trend.The level of digital economy enabling agricultural modernization among prefectural cities is uneven,and the uneven development restricts the development of agricultural modernization in Heilongjiang Province.Total factor productivity has increased at an average annual rate of 1.8%,mainly due to technological progress,indicating that the digital economy has promoted driven the development of agricultural modernization through digital technological innovation.Through simulation,it is found that the level of agricultural modernization in Heilongjiang Province will continue to improve in the future,and a series of human operations such as policy investment and facility construction can improve the speed and level of agricultural modernization development.
