Anti-globalization and COVID-19 have triggered off a new industrial adjustment,and the development of the international production system becomes more pluralistic,high-end,intelligent and green.The 20 th CPC National Congress emphasized that pursuing high-quality development needs high-standard opening-up.In order to build a powerful trade nation,we should drop the traditonal manufacturing industry with low added value,low innovation and high energy consumption and following the trend of industrial reform and striving to transform into manufacturing industry with higher quality and lower energy consumption.Therefore,it is of great practical significance to select suitable foreign direct investment model,can enable the high-quality development of the antional economical circle by the large circulation of international economy,and achieve the optimization of export quality improvement.According to the difference of investment motives,this paper focuses on the impact of OFDI technology reverse spillovers on China’s manufacturing export quality upgrading from the perspective of impact mechanism and absorptive capacity.The export product quality relies on the trade data of China’s manufacturing products in CEPII-BACI database from 2008 to 2019,and the OFDI technology reverse spillover is estimated by the foreign R&D capital stock obtained by China’s OFDI to measure.Furthermore,based on the static and dynamic dimensions,we use the fixed effects model and the system GMM model to analyse the role of OFDI reverse technology spillover in improving the export product quality.We also use the panel threshold model to verify the impact of industry absorptive capacity on OFDI reverse technology spillover quality upgrading effect.In addition,the intermediary effect model is used to examine the impact pathes of OFDI reverse technology spillover on the export quality upgrading.The main conclusions of this paper are as follows: Frist,the whole quality of China’s manufacturing export products is to rise in volatility,and the difference is growing,as well as capital-intensive industry is the highest and technology-intensive industry is the lowest.Second,the result finds that OFDI reverse technology spillover can postively promte the quality of China’s manufacturing export products,and the promtion will weaken with the growth of the export product quality and strengthen with the improvement of industry technology.Thrid,there is a significant single threshold between the human capitallevel and the R&D investment level on the effect of qualityimproving.Fourty,OFDI reverse technology spillovers mainly promote the upgrading of manufacturing export quality through the enhancement of industrial innovation capacity,the improvement of productivity and the upgrading of manufacturing structure.This findings suggest that the government have occasion to carry out trade cooperation,perfect financial supporting services,simplify the approval process,create a loose international market environment,and achieve high-level opening up.Additionally,Establishing a safety demonstration area,improving the mechanism of product quality responsibility,and strictly controlling the quality of Chinese products are also significant.We should attach importance to the accumulation of human capital,establish a mechanism with a virtuous circle of IUR,and improve the employment security mechanism.And we need to increase the level of R&D investment,create a high-tech industrial park,play the role of innovation resource agglomeration,and strive to improve the independent innovation ability of enterprises.In view of different problems in different manufacturing industries,we will adopt differentiated foreign investment policies.
