Study On The Impact Of The Action Of Promoting Borders And Enriching The People On The Tourism Economy Development Of Southwest Border Areas In China

The action of promoting border and enriching the people has a special strategic position in China’s ethnic work and border governance system because it has effectively promoted the social and economic development and ethnic unity and progress of the border areas,and has become the longest-lasting and most influential special border governance project.As a "green" driving force for regional economic growth,the tourism industry plays an important role in promoting the upgrading of the industrial structure in border areas,promoting employment and entrepreneurship of border residents,and strengthening cross-regional cooperation.Quantitatively analyze the degree of influence of the action of rejuvenating the border areas and enriching the people on the tourism economy in the southwest border areas,explore the law of dynamic influence,analyze the internal impact mechanism,and provide reference for enriching the research on the external impact of the action of rejuvenating the border areas and enriching the people,exploring the strategy of improving the tourism economy in the border areas,and promoting the balanced development of regional tourism.This study takes 30 prefectural-level administrative regions in Guangxi and Yunnan as the research target,and draws on existing research results to summarize the implementation of the action of promoting border and enriching the people at the border areas of southwest China and the development of tourism.Based on the theory of unbalanced regional economic growth,potential outcome theory and the law of tourism distance decay,the study uses the difference-indifferences model(DID)and the difference-in-differences and propensity score matching model(PSM-DID)to empirically test the effects of the border promotion initiative on the tourism economy of the southwest border areas with the help of STATA 16.0 econometric software.A dynamic effects model is used to investigate the dynamic development pattern of the impact effects after the full-scale implementation of the action of promoting border and enriching the people.A heterogeneity analysis model is used to examine whether there are significant differences in the impact effects between Guangxi and Yunnan and between ethnic minority autonomous states and prefecture-level cities.Report the results of a series of robustness tests and clarify the mechanisms underlying the policy’s impact on the tourism economy in terms of the six major projects of the Border Enhancement and Enrichment Initiative.The study finds that:(1)The action of promoting border and enriching the people significantly contributes to the tourism economy development in the southwest border areas,and this finding holds true after a series of robustness tests.On the basis of the quasi-natural experiment of exogenous shock structure formed by the action of promoting border and enriching the people,the application premise test of the DID method is carried out,and the impact of the action of promoting border and enriching the people on the tourism economy in the southwest border area is quantitatively evaluated with the help of the DID model and the PSM-DID model.The estimation results of the baseline model indicate that the initiative has a significant contribution to total tourism revenue but not to total tourism arrivals.The estimation results of the PSM-DID model indicate that after excluding the endogeneity problem caused by the sample selection bias.The initiative has a significant contribution to both tourism revenue and tourism headcount,and this conclusion still holds after replacing the explanatory variables,the placebo test and the reverse causality test.(2)There is a sustained positive contribution of the initiative to the tourism economy of the southwest border areas,and its contribution has become stronger over time.The results show that the estimated coefficients of the action of promoting border and enriching the people on the total tourism revenue and the total number of tourists in the southwest border area gradually changed from insignificant to positive,indicating that the promotion effect on the tourism economy has become stronger over time.(3)There is no provincial difference between Guangxi and Yunnan in the boost to the tourism economy of the southwestern border region from the action of promoting border and enriching the people,but there is a significant difference between border minority autonomous prefectures and prefecture-level cities.The heterogeneity test model is obtained by adding the corresponding cross product term to the baseline model,and the estimation results show that the effect of the action to promote the border and enrich the people on the tourism economy of the border minority autonomous prefectures is weakened.(4)The action of promoting border and enriching the people promotes the development of tourism economy in the southwest border arears by improving tourism infrastructure,strengthening people’s livelihood protection,improving industrial structure,raising the level of openness along the border areas,and improving the ecological environment from the empirical results,it can be seen that tourism infrastructure,industrial structure and the level of openness along the border play a partial mediating role in the process of promoting tourism economic development in the southwest border areas through the action for promoting the borders and enriching the people,while ecological civilization and livelihood protection fail the test of mediating effect,and further use of better measurement indicators is needed to continue to verify their mediating effect.Based on the findings of the study,the following strategies are proposed to enhance the tourism economy: First,support the advantageous border industries and drive the economic development of the border areas.Taking border crossing cities as growth poles,strengthen the construction of border towns and cities,and support the border trade processing industry and border tourism in accordance with local conditions.Second,make up for the shortcomings in infrastructure and improve the environment for the development of border tourism.Strengthen the construction of transportation,information networks and tourism infrastructure,and transform resource advantages into economic advantages.Third,give full play to the advantages of opening up along the border to create an internationally renowned border tourism destination.Simplify entry and exit procedures,actively promote cross-regional cooperation and enrich the border tourism industry.Fourth,improve the level of livelihood protection at the border and deepen the talent development mechanism.Help tourism enterprises to resume work and production,support the employment and entrepreneurship of border people,and support the development of tourism vocational education in border areas.
