Research On The Practical Problems And Countermeasures Of The Policy Of "Border Three Counties" In Wenshan Prefecture To Prosper The Border And Enrich The People

In order to revitalize the border and enrich the border people,in 2000 the state launched the action of rejuvenating the border and enriching the people.This action plan,which continues to this day,has had a profound impact on the development of border areas and has become the main policy and action plan for national border governance.After more than 20 years of exploration and development,border local governments have accumulated many successful experiences in the process of practicing the policy of rejuvenating the border and enriching the people,and the goal of "enriching the people,rejuvenating the border,strengthening the country,and good neighborliness" has been basically realized.However,in the process of policy practice,border local governments also have problems such as unclear policy objectives and standards,deviations in policy implementation,small support from local governments and social forces for policies,single policy implementation subjects,and low efficiency in the allocation of policy resources,which make the shortcomings of people’s livelihood in border areas prominent,the development of urbanization construction slow,the low level of opening up to foreign development,and the unique people’s livelihood problems in border areas still not effectively solved,which need to be solved in the new stage of the practice of rejuvenating the border and enriching the people.However,with the changes in the international situation and the rapid economic and social development of border areas,the border governance policies that were effective in the past have also begun to be incompatible with the development of border areas,and the implementation methods of local governments’ "big packages" and "flood irrigation" policies can no longer meet the diversified needs of border society.Therefore,through field research and collection of relevant data,this article examines the effects achieved by the policy practice of Xingbian and Fumin in the "Border Three Counties" of Wenshan Prefecture,analyzes the problems of the "Border Three Counties" in Wenshan Prefecture in the process of policy practice with the help of public policy implementation theory and the Horn-Mitt system model,and starts from four aspects,such as clarifying policy objectives,integrating resources,improving mechanisms,and optimizing the environment,and explores and improves the feasible countermeasures for the implementation of the policy of rejuvenating the border and enriching the people in Wenshan Prefecture’s "Border Three Counties",and then for the "Border Three Counties" The effective implementation of the policy of rejuvenating the border and enriching the people in the new stage provides a reference.
