The Business Environment is an important reflection of a country or region’s economic strength and development level.Continuously optimizing the business environment has become an an essential strategic goal for the regions.As an important component of the business environment,cross-border trade plays an indispensable role in optimizing the layout of domestic and international markets,optimizing trade structure,and promoting China from a "trading power" to a "trading power".Currently,Guizhou Province has always adhered to the requirements of the Central Committee of the Communist Party of China to "improve the legal,market-oriented,and international business environment",followed the principles of "international comparability,benchmarking with the World Bank,and Chinese characteristics",and actively carried out provincial evaluation research.However,it has always faced problems such as a lack of methodology,insufficient indicator guidance,and practical operational difficulties.Therefore,conducting a comparative study of mainstream evaluation methods for cross-border trade and business environment,exploring the international mainstream evaluation method system,and seeking experience and inspiration is undoubtedly of great significance for the evaluation of cross-border trade and business environment in the inland region of Guizhou.The main content is divided into the following three parts.Firstly,by sorting and comparing the evaluation objectives,evaluation ideas,indicator systems,and data processing of mainstream international organizations,it is found that the World Bank focuses on port operations,the World Customs Organization focuses on customs operations,and the Organization for Economic Cooperation and Development focuses on tracking the implementation of the World Trade Organization’s Trade Facilitation Agreement,The World Economic Forum focuses on comprehensively reflecting the operating environment of a country.The China Council for the Promotion of International Trade attaches importance to the classified evaluation of various industries,enterprise regions,and ownership.The Beijing Ruiku Center focuses on the evaluation of maritime container ports.Xiamen University draws on the time cost evaluation method of the World Bank,and the National Development and Reform Commission attaches importance to the vertical reform comparison of the cities participating in the evaluation.They have given Guizhou the enlightenment of cross-border trade and business environment evaluation,The evaluation of indicator design concepts,design methods,and design content is guided by clear evaluation objectives,with a global perspective that transcends hierarchical and departmental boundaries as the design concept,questionnaire surveys for government departments as the design method,and quantification of cross-border trade time and cost as the main design content;Secondly,through the analysis of trade data in recent years,it has been found that the high-quality development of foreign trade in Guizhou Province has the following demands on the cross-border trade business environment:small trade scale,low openness to the world,and the urgent need to strengthen the cultivation of foreign trade entities;The low degree of openness to the world urgently requires the government environment as the guide to promote comprehensive optimization of the market,legal,cultural and other environments;The trade characteristics of bulk goods require an urgent improvement in customs clearance,freight forwarding,and other aspects of the environment;Asymmetric information and lack of predictability in decision-making require an urgent increase in the level of information disclosure;The promotion of digital integration is slow,financing is difficult,and there is an urgent need to introduce efficient trade coordination mechanisms in five aspects;On the basis of clarifying the significance and purpose of the evaluation,a cross-border trade and business environment evaluation system in Guizhou was constructed from three aspects: basic indicators,innovation indicators,and effectiveness indicators.The final evaluation results showed that the cross-border trade and business environment in various regions of Guizhou showed hierarchical and differentiated characteristics,with obvious improvement in daily trade supervision and services,and service quality that needs to be improved.The reform of goods clearance innovation is relatively strong,and service mechanism innovation needs to be improved,The effectiveness of foreign trade enterprises in promoting the development of cross-border trade and business environment needs to be further implemented.At the same time,suggestions for the organization and implementation of the evaluation of the cross-border trade and business environment in Guizhou are proposed,which include attaching great importance to the evaluated areas and accelerating the deployment and implementation of work;Interconnection between various departments,transforming existing advantages;Expand the sample range and improve the accuracy of evaluation results;Using electronic technology to improve evaluation efficiency;Each department should summarize their experience and improve the assessment mechanism.
