Under the background of the new economic normal of domestic and foreign double cycle,improving the level of science and technology innovation and realizing industrial upgrading is the inevitable choice for Hunan Province to implement the 14th Five-Year Plan and the strategy of "three highs and four news".In recent years,the construction of innovative Hunan has promoted the efficient combination of science and technology and finance and the industrialization of scientific and technological achievements,new industries and new technologies are developing vigorously,and scientific and technological innovation achievements are emerging,which provides a good ecological environment for the development of science and technology finance.But what are the specific conditions of the overall science and technology financial ecological environment?What is the capacity and level of marketization of scientific and technological achievements compared to other regions in China?What are the problems in achieving a balanced development of cities in the province?Further research is needed.To deeply analyze the current situation of the technology and finance ecological environment in Hunan Province,identify the problems and shortcomings in development,and propose targeted optimization strategies.This article elaborates on the concept and theory of the technology finance ecological environment,clarifies the operating mode and mechanism of the technology finance ecological environment,references domestic and foreign literature on the national and regional evaluation index system of the technology finance ecological environment,constructs an index system from the dimensions of economy,finance,technology,government,and society,and conducts empirical analysis using data from 14 prefectures and cities in Hunan Province from 2015 to 2020,Using factor analysis and cluster analysis to evaluate the ecological environment of science and technology finance in Hunan Province,the following conclusions are drawn.(1)In general,the science and technology financial ecological environment of Hunan Province shows an upward trend from 2015 to 2020,and the growth rate from 2017 to 2020 is faster than that from 2015to 2017;among them,the influence of economic and financial development factors is greater than that of industrial structure and policy factors.(2)The impact of each public factor on the overall score varies greatly from year to year.(3)The development of science and technology financial ecological environment in 14 cities and towns in Hunan Province is uneven,and from 2015 to 2020,each region always maintains a ladder-like distribution of five categories,and the overall situation of"3+5" city cluster has been formed with ChangZhuTan as the core,which radiates and drives the development of the surrounding regions.Finally,according to the current situation analysis and empirical results,the problems in the development of science and technology financial ecological environment in Hunan Province are proposed,and the optimization suggestions and improvement directions are put forward from the perspectives of optimizing industrial structure and coordinating resource allocation,increasing investment in science and technology finance,improving science and technology financial service platform,transforming government functions,cultivating the atmosphere of enterprise science and technology innovation,and optimizing social environment.In this way,we promote the organic combination of science and technology and finance in Hunan Province,in order to provide references for optimizing and improving the science and technology financial ecological environment in Hunan Province.
