| Science and Technology Competitiveness is important to promote economic strength and sustainable development. Therefore,it has attracted attention from many scholars home and abroad nowadays and become a hot issue in some countries and regions.In this paper, a review has been discussed on the present studies about Science and Technology Competitiveness. On the basis of the review, the concept of Science and Technology Competitiveness is summerized and distinguished from some similar concepts such as science and technology strength, science and technology progress and science and technology innovation capacity. According to the principles of index system, an index system is constructed to evaluate provincial Science and Technology Competitiveness from five respects including achievements, benefits, resource allocation efficiency, resource base and resource agglomeration force. Then the situation of each province is reflected objectively. As far as evaluation method is concerned, factor analysis is used to carried on horizontal comparison to the Science and Technology Competitiveness of thirty province provinces. Cluster analysis is adopted to classify them, result of which is basically identical with the previous one . Finally, grey prediction theory is applied to forecast the science and technology competitiveness of Beijing, Shangh, Tianjin and Chongqing and obtain the values in 2011. Furthermore, corresponding strategies are put forword. |
