Research On The Overall Budget Management Of Urban Comprehensive Development Project

With the development of national economy,new urbanization has become one of the national development strategies.The urban comprehensive development project responds to the strategic deployment of urbanization and accelerates urban construction by planning the whole industrial chain of regional value,investment in development and construction,industry introduction,regional asset operation,capital operation and urban operation.Comprehensive budget management is an important management means to strengthen the company’s internal control and improve the company’s refined management level,which is conducive to the full cycle management of urban comprehensive development and investment projects.The implementation of comprehensive budget management can not only improve the operation efficiency and work performance of the company,but also help the company achieve the operation development goals set by the company.This thesis analyzes and studies the actual situation of the comprehensive budget management of F Project in the implementation and control stage,and uses scientific research methods such as literature research,case analysis,comparative analysis,and on the basis of relevant theories,combined with the actual situation of F Project,analyzes and explores the problems existing in the project implementation.Based on the difference results of the implementation of comprehensive budget management,this thesis analyzes the problems and reasons in the organization system of comprehensive budget management,comprehensive budget preparation,comprehensive budget implementation and comprehensive budget evaluation of the project,and puts forward specific suggestions on this basis:first,combine comprehensive budget management with the whole cycle of the project.The second is to improve employees’understanding of comprehensive budget and improve their overall awareness;Third,give full play to the organizational functions of budget management;Fourth,build the industry and finance system with the help of information technology;Fifth,promote the integration of industry and finance;Sixth,adopt various budgeting methods;The seventh is to establish and improve the supervision and management system of comprehensive budget implementation.The eighth is to strengthen the analysis and feedback of budget implementation;Ninth,strengthen the supervision and evaluation of the budget.Based on the actual work and according to the characteristics of the industry where F project is located,this thesis provides suggestions for the optimization of comprehensive budget management in F.The research results also have certain reference and reference value for enterprises engaged in urban comprehensive development and investment business.
