In the modern era,housing,medical care and education have become the most prominent majors in livelihood issues,which are called "the new three mountains." the social and economic function of the housing bear the housing's importance.At the same time,the project construction have some characteristics,for example,long cycle,large investment and strong professionalism,which determines the complexity of the housing problem.With the continuous development of the market,the dual-track housing supply system has become a major development trend.Namely,affordable housing system with social security for middle-income families and a commercial housing supply system for high-income families has become a trend.In recent years,the country has greatly increased the capital investment and construction of affordable housing.Striving to achieve the proposal of General Secretary Xi Jinping in the report of the 19 th National Congress,which aimed to let all people have houses to live.Under the continuous promotion of the government,the supply of affordable housing has been rising.But there are more and more risk factors in the construction process.In order to ensure the sustainable and healthy development of housing,it is necessary to conduct risk analysis and evaluate the affordable housing.Striving to truly achieve the people's livelihood and the expectations of thepeople.This paper mainly includes the following research contents:(1)This paper want to explain the theory of life cycle risk management,and divide the life cycle of affordable housing into four main stages: decision-making stage,survey design stage,construction stage,project closing and operation stage.Firstly,according to the literature research method,the research results of the affordable housing project and the risk management of the affordable housing project are summarized.What's more,the risk factors at each stage are identified respectively.The four risk factors are identified in the four stages,and the risk factors are explained in detail.The meaning of each risk factor and their impact on the development of the project.And then,based on the component principle of the evaluation index system,This paper build a risk assessment index system which is based on the life cycle of the affordable housing project.(2)Taking the Airport Home Project in Yubei District of Chongqing as an example,based on the life cycle risk factor list and the data design questionnaire of the project.Through the expert scoring method for questionnaire survey,statistics and preliminary analysis,the top eight factors are summarized.Then,through the fuzzy comprehensive evaluation method based on analytic hierarchy process,the evaluation matrix is established and the risk evaluation is carried out.Finally,the risk evaluation results are obtained and the risk rankings are ranked,which verifies the scientificity and feasibility of the constructed model.(3)Combining the four risk management strategies of risk avoidance,risk transfer,risk retention and risk control of the project,giving specific countermeasures and according to the risk level of each risk factor,This paper provided risk management for similar affordable housing projects,which can promote the development of affordable housing.
