| The State Administration of Taxation implemented the personnel assessment system in 2016.With the progress of the pilot work,more practical experience has been accumulated.This study has carried out in-depth analysis and exploration on the implementation effect of the personnel assessment system and the role of personnel performance assessment.On this basis,the application status and existing problems of this technology are pointed out.Finally,based on relevant theories and experience,a targeted improvement and optimization scheme is constructed.In the research of this paper,the personnel assessment of Ningde city tax department is selected as the object,and its practical effect is analyzed.First of all,Ningde City tax department personnel assessment status quo basic situation.Secondly,it summarizes the current situation of its use and the problems exposed in practice,that is,in the planning stage of assessment,there is a lack of scientific understanding of performance,the index system is not reasonable enough,and the scoring mechanism is not scientific enough.In the assessment process,there are many weak links in the performance assessment work,which does not meet the standards of fairness,and there is a lack of effective communication between different levels.In the feedback stage of assessment,the application effect of performance results is poor and the practicality of feedback function is low.In this context,based on performance management and other theories,combined with the analysis of specific cases,this paper deeply explores the causes of such problems.Finally,the paper puts forward targeted solutions and measures.For the problems in the assessment implementation plan stage,we should improve the current assessment indicators,enhance the scientific scoring mechanism,strengthen the publicity and education of performance culture and so on.In the assessment process,fairness and transparency should be strictly guaranteed,the evaluation of service objects should be increased,and communication mechanisms covering multiple levels should be constructed.In the feedback stage of assessment,it is necessary to expand the application of assessment results,improve the performance feedback mechanism and so on.At present,many studies have pointed out that with the maturity of new technologies such as the Internet,the personnel assessment system will show stronger comprehensive use advantages in government management,drive the high-level development of performance management,and make it more in line with the standard requirements of modernization and information technology.For government departments,long-term improvement and optimization should be carried out based on personnel assessment and their own organizational operation mechanism,so as to ensure that the efficiency and quality of work such as personnel performance can be steadily improved. |
