This paper analyzes the effect of the "digital personnel" cadre assessment and evaluation system of the basic tax authority-Nan’an Municipal Taxation Bureau,and studies the current situation of civil servant performance assessment under this system.On the basis of sorting out foreign research literature and relevant domestic and civil servant performance appraisal theories,through questionnaires,individual interviews,case studies,etc.,this paper summarizes the current status of the "digital personnel" assessment mechanism implemented by grass-roots tax departments,and analyzes the operation of "digital personnel".There are problems such as insufficient diversification of assessment subjects,excessive "trace-based" management that increases the burden of grass-roots work,unscientific design of assessment and evaluation indicators,imperfect performance assessment feedback mechanism,and limited incentives for assessment segmentation and results application methods.The reasons for the problems are analyzed in terms of relatively backward concepts,the management authority is restricted by the taxation department system,the performance appraisal level is in the top-level index design link system does not conform to the actual situation at the grassroots level,and information technology is weak.Combining the two-factor theory and the 360-degree performance evaluation method,based on the actual situation of the grass-roots tax system and my own work practice,and on the basis of learning from foreign advanced civil servant management and assessment systems and related experience,this paper proposes a "digital personnel" based Nan’an city.How should the tax bureau improve the countermeasures and suggestions for the performance appraisal of civil servants,and provide management samples for reference and reference for further optimizing the assessment and evaluation mechanism of grass-roots tax cadres and effectively stimulating the vitality of the tax cadre team.
