Study On The Effect Of Rural Collective Property Right Reform In Hualong District,Puyang City

With the continuous development of the rural collective economy over recent yearsthe current rural collective economic system has been unable to meet the current economic foundation.In order to further promote the high-quality and sustainable development of the rural economy,promote the development of the rural collective economy,consolidate the results of poverty alleviation,and achieve rural revitalization,reforming the collective property rights system is must to be done.The reform of rural property rights is an important measure that must be carried out on the road of our country’s rural modernization,and it also plays an important role in solving the issues of“Agriculture,countryside and farmers”.With the completion of the reform in the pilot areas,although some of the pilot areas have achieved some results,ownership contradictions still exist in other areas and need to be resolved as soon as possible.At the same time,in the process of rural collective property system reform,some pilot areas are faced with problems like the rural collective assets have not been properly managed and other,which deserve our deep attention and thinking.In December 2015,Puyang Hualong District took the lead in launching a pilot share reform before the governments at all levels had carried out relevant reform measures.In June 2016,Hualong District launched a comprehensive reform of rural collective property rights.In June 2016,Hualong District launched a comprehensive reform of rural collective property rights.After the reform,Hualong district rural collective asset management system has been further improved,the village collective economic organizations have been further consolidated,the per capita income of all villagers has been further enhanced and further improved the villagers’ income per capita,and the management mode of the rural community has been further improved.Taking Hualong District of Puyang City as the research object,this paper starts with the concepts of property right and collective property right,obtains research materials with high reference value through field investigation and questionnaire survey,builds an evaluation index system and obtains the weight values of each index by using analytic hierarchy process,and establishes a comprehensive evaluation model of rural collective property right system reform in Hualong District of Puyang City with fuzzy comprehensive evaluation method,and expounds the effects of collective property right system reform on Hualong District of Puyang City from four aspects: politics,economy,society and ecology.The study has found that the reform of rural collective property rights system has been well promoted well in Hualong District of Puyang City,with standardized rural management and revitalization of assets improving simultaneously,and the scale of collective economy growing simultaneously with the interests of the masses.At the same time,in the process of reform,there have also been some problems,such as the lack of motivation for rural reform,the lack of effective supervision and incentive mechanisms for reform achievements,the weak position of farmers in land circulation,and the blocked channels for expressing interests.In order to better improve the reform effect of Hualong District of Puyang City,this paper proposes some targeted measures to continue to optimize the reform effect of Hualong District of Puyang City.
