Research On The Effectiveness And Problems Of Bayannaoer’s Collective Forest Right System Reform Based On Farmers’ Behavior Perspective

The core of the reform of collective forestry property rights system is to clear property rights, which is to give the woodland contracting businessmen the complete woodland and forests property rights. In Three decades China has basically been achieved the goal of,"Everyone land has his owner", largely liberated the rural productive forces. Forestry property rights reform has an important significance for further liberating and developing productive forces, releasing woodland potential, alleviating the problems of forestry and further building a new socialist countrysideBayannur sits in the Inner Mongolia Autonomous Region, which has fragile ecological environment, weak natural resource endowment. From2009the government carry out the in-depth collective forestry property rights system reform, up to2012, it has been basically completed this phase of work. Since South collective forestry areas has Superior priority, forest reform work carried out earlier, and the existing theoretical research is abundant, while the North, especially the Northwest, is weak in theoretical research. This study aims to evaluate the outcomes of Bayannur’s forestry property reform and give proposal for the further development, meanwhile complete the "geographical" blank theoretically, and it is also useful to enrich the case study in Inner Mongolia even in Northwest areas.The paper first introduces the background, purpose and significance of the research;Then, analyses the researches on the reform of collective forest right system at home and abroad based on farmers. Establishing the theoretical basis for the full text through putting forwards the basic theory, research method and technique route of the research;Afterwards analyses the state of the Bayannaoer’s collective forestry property rights system reform. Describes the process, purpose, scope, major measures and the effect, expounds the current state, specific measures and effect of the reform;After that chooses Dengkou County in Bayannur as the sample place, and concludes that this reform is effective through interviews, questionnaires, data analysis and compare with the official data; At last, some measures for further the reform of Bayannur’s collective forestry property rights system has been proposed based on the above conclusions and the experiences gained during the Bayannaoer’s collective forestry property rights system reform.
