In 2019,Amendments to Law of the People’s Republic of China on Land Administration were adopted and came into force on January 1,2020.The Amendments legally allowed rural collectively owned land to be sold or leased as long as it conformed to planning,was registered according to law,and was approved by more than two-thirds of the members of collective economic organizations.After collective construction land for commercial use entering the market,the most concerned point is the income distribution,which touches on the interests of local governments,rural collective economic organizations and farmers.At present,most scholars pay more attention to the scientific distribution of market income.This study took the value-added income distribution of collective construction land for commercial use which enters the market as the research object,reviewed a large number of literature on land value-added income at home and abroad,and expounded the relevant concepts of added value of land on this basis.This paper introduced the application of public choice theory,Marxist landtax theory and game theory in the market income distribution of rural collective construction land for commercial use.The author conducted a field survey of the situation about collectively owned profit-oriented construction land entering the market in Chengdu’s Pidu district.Though careful study and analysis,the author found out its existing problems,including unreasonable income distribution mode,defective distribution mechanism,etc.This paper built a general model for distribution of value-added income of these land by using Shapley value method of Game Theory.Relevant practical data obtained in the survey were put into the distribution model to calculate the proportion of each subject,among which governments accounted for26.21% to 26.61%,rural collective economic organizations accounted for 38.99% to44.29%,and farmers accounted for 29.1% to 34.79%.The results revealed that in the income distribution of rural collectively owned profit-oriented construction land entering the market,the proportion of collective economic organizations was the largest,followed by farmers,and the government was the least,which fully reflected the rationality of the model.Finally,aiming at some problems highlighted in the process of collective land entering market in Pidu district,this paper put forward countermeasures and suggestions.First,the government adjusts land value-added income through taxation.Second,find a scientific income distribution ratio.Third,build a sound internal income distribution system.Fourth,improve the transparency of internal income distribution and enhance the efforts of disclosure of village affairs information.Fifth,strengthen supervision and management.
