With the continuous development of new urbanization and industrialization in China,the contradiction between the supply and demand of construction land has become very prominent.On the one hand,urban construction land is in short supply;on the other hand,rural collective land use is extensive,land use efficiency is low,and farmers' rights and interests are not guaranteed.However,due to the restriction of urban-rural dual system,rural collective land is not allowed to enter the market.Therefore,breaking the land system situation of urban-rural dual division,building a unified urban-rural construction land market,invigorating rural idle collective land resources,and increasing farmers' property income have become the key contents of deepening rural land system reform in China.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China clearly proposed that the rural collective operating construction land should be allowed to enter the market for circulation,with the same rights and prices as the state-owned land.Among them,as the core of the reform of "rural land entering the market",the issue of land value-added income and its distribution has become the focus of the academic community.In 2016,the No.1 document of the Central Committee clearly requires that the value-added income of rural collective operating construction land obtained by village collective and individual farmers should be properly increased.To improve the valueadded income obtained by various stakeholders,we can start from two aspects: first,to improve the value-added income level of "rural land entering the market";second,to standardize the distribution mode of value-added income of "rural land entering the market".Therefore,this paper takes the rural collective operating construction land as the research object,takes the theory of land property rights,Marx's theory of land rent and land price and game theory as the theoretical basis,uses the literature research method to explore the formation factors,distribution subjects and distribution relations of the value-added income in the market,and takes the "four streets and eight towns" of Deqing County as the research area to construct the rural collective operating construction land.Based on the entropy weight matter-element evaluation model of extenics,this paper evaluates and analyzes the evaluation level of the value-added income in the market,and expounds the methods to improve the level of the valueadded income in the market from the characteristics of each index.At the same time,it establishes the game theory Shapley value method to calculate the distribution proportion of each value-added income distribution subject.Finally,based on the above research results,on the basis of this,the paper puts forward the countermeasures and suggestions to improve the reform of rural collective operating construction land market entry.The main conclusions are as follows:(1)The formation factors of the value-added income of rural collective operating construction land entering the market are mainly caused by the original land user investment,government and social investment,supply-demand relationship and land use adjustment;the distribution subjects of value-added income are mainly government,village collective and farmers;the distribution relations of value-added income are mainly divided into primary distribution and secondary distribution,among which,village collective and farmers participate in the primary distribution and the government in the secondary distribution.(2)Based on the entropy weight matter-element evaluation model of extenics,this paper evaluates and analyzes the value-added income level of rural collective operating construction land of "four streets and eight towns" in Deqing County.The research shows that,from the perspective of spatial distribution,the value-added income level of the western and eastern areas of Deqing County is higher,while the value-added income level of the central area is lower.Among them,Moganshan Town,Luoshe Town and Xinshi town have reached the level of "high value-added income".(3)Taking the rural collective operating construction land with different land use scope and planning purposes in Deqing County as the research object,by using the Shapley value method of game theory to calculate the distribution proportion of the value-added income obtained by the government,the village collective and the farmers,the distribution proportion of the value-added income obtained by the government should be 8.81%-32.21%,and the distribution ratio of the value-added income obtained by the village collective should be 41.70%-57.47%,and the proportion of value-added income distribution that farmers obtain should be 22.80%-33.72%.(4)According to the above research results,this paper puts forward the future collective operating construction in rural areas from the following aspects: clarified the property right system of rural collective land,perfecting the market tax system,setting up the land cost accounting method,transforming the industrial transformation and the "Internet +" to increase the value-added income level of the market,the distribution scheme of the value-added income distribution in the rural collective,and improving the democratic supervision and management system.The countermeasures and suggestions of the reform of entering the market can provide reference for other regions.
