The collective construction land is an important part of the collective construction land,The third plenary session of the 18 th CPC central committee,We will allow collective construction land to enter the market at the same price as state-owned land.Collective business pilot unit of the construction land expansion also to 33,this to a certain extent,shows that its role in the social development and urban construction of our country more and more prominent,status is also more and more important.It is an important means to protect the rights and interests of farmers,improve the utilization efficiency of collective construction land and reduce social contradictions and disputes.So far,but our country rural collective management to construction land market mechanism research is still in its infancy,its theory and practice are further exploration,therefore,how to rationally land used for construction of rural collective business into the market mechanism is the modern land reform practice urgently needed to solve practical problems.In this paper,the collective operational obstacles faced by construction land into market and the legal system of simple introduction and analysis of present situation of the support to discuss its market facing the obstacles and countermeasures.This article first has been clear about the research topics and train of thought,of the rural collective business construction land market mechanism is defined the relevant concepts,and introduces the related theory and literature review,and the research contents and methods of this article.Secondly,this paper expounds the urban and rural areas as a whole under the background of the necessity of the construction land in the market for commercial purposes summarizes operating construction land access and conform to the conditions of market need,combed the operational policy basis and the relevant regulations of the construction land in the market.Then,introduced the present situation and development business pilot implementation of construction land in our country,and in typical pilot areas,for example,the analysis of their respective income distribution mechanism,find out the advantages and disadvantages,and in the basis of game theory to analyze,build the business with universal significance construction land market operation mechanism,and summarizes its innovations.Based on the above research,it is concluded that in the process of rural urbanization,we should strongly support the development of rural enterprises and further improve the reform.The rationalization process of rural enterprises must be improved,and the interests of different subjects should be properly allocated.Reasonable planning management mode and allocation policy,construction of urban and rural construction land transfer income dynamic allocation mechanism;To further construct the perfect rules and regulations for construction land;To construct the rationalization transfer supervision system;We will accelerate the reform of the rural collective property rights system.
