| Since the eighteenth congress,the Chinese government constantly promote the reform of market supervision system,according to the important deployment of the third plenary session of the 18,in 2014 the State Council issued on promoting fair market competition to maintain normal market order,opened the reform of market supervision system,implement a new round of unified market regulation.In this context,L County started the reform of market supervision system in 2015,and in August 2015,the functions of the former Industrial and Commercial Bureau,former Quality Supervision Bureau and former Food and Drug Administration were integrated,established the L County Market Supervision Administration,and completed the reform of market supervision agencies and functional integration.In the report to the 19 th CPC National Congress,we proposed the task of improving the reform of the market supervision system,and the Third Plenary Session of the 19 th CPC Central Committee decided to reform the market supervision and management system.In order to implement the spirit of the conference,Hebei Province and Q City,where L County affiliated also completed the restructuring of organizations in November and December 2018,integrated the functions of the former Industry and Commerce Bureau,the former Quality Supervision Bureau and the former Food and Drug Administration,and established the Market Supervision and Administration Bureau of Hebei Province and Q City.This paper takes the reform of market supervision system in L County as an example,and aims to find out and evaluate the problems existing in the reform of market supervision system in L County,analyze the causes of the problems,and explore the countermeasures to solve the problems.Therefore,this paper adopts the literature research method,case study method,depth interview and questionnaire method combed the domestic and foreign market supervision system reform research situation,introduces the L county market supervision system reform situation,found the L county in the market supervision system reform institutional integration is not thorough,grassroots workload,professional law enforcement force,market supervision information level to be improved,analyzes the cause of the problems,respectively are "three plan" execution is not in place,the relationship is unbalanced,cadre team construction is relatively weakened,information data bar block segmentation.And how to further deepen the reform of L county market supervision system put forward targeted countermeasures and suggestions.These countermeasures and suggestions include that can further improve the integration of market supervision by exploring institutional integration and functions,further balancing the block relationship,strengthening the construction of grass-roots cadres,strengthening technical support and the construction of information platform. |
