In accordance with the spirit of the Third Plenary Session of the Eighteenth Central Committee, the State Council proposed to build a modern market system that is unified,open,orderly,competitive,law-abiding,and well-regulated,which has opened the curtain on China's market supervision reform. The grass-roots government's market supervision department first integrated. After the integration, the grass-roots government's market supervision showed some advantages compared to before, but it also encountered many problems and challenges in actual work. This article explores in depth the problems in the reform of grass-roots government market supervision, and uses horizontal and vertical comparative studies with grass-roots government market supervision at home and abroad as the basis, and uses service-oriented government theory, new public management theory, and governance theory as tools. The countermeasures are put forward in four aspects: changing the concept of grass-roots market supervisors, improving the quality and capabilities of grass-roots market supervision teams, clarifying the functional positioning of grass-roots market supervision agencies, and strengthening the supervision and management system of grass-roots markets.Only the grassroots market supervision cadres have firmly established the concept of serving the people, taking meeting the needs of the people for a better life as all starting points, changing the market supervision concept, and quoting successful management methods and competition mechanisms of enterprises in their work, and paying attention to the production of public services. Therefore, only by exploring a more socialized supervision model can the market economic order be better developed and lay a solid foundation for achieving comprehensive social governance in the future.
