Research On Customs Supervision Problems And Countermeasures Of Cross-Border E-Commerce Retail Import

Due to the continued impact of the epidemic,the global economy and trade have slowed down,and the development of foreign trade is not optimistic.At the same time,Chinese network,information technology and technology continue to advance,and the consumption structure is upgrading and the consumption concept is changing.The economy shows strong resilience and comprehensive competitiveness.Among them,cross-border e-commerce retail import business continues to grow at a high speed,becoming a prominent link and an important part to promote the growth of foreign trade,as well as an important direction for the development of international trade in the future.At present,the pilot development stage of cross-border e-commerce retail import has ended.It is proposed to further summarize effective experience,increase policy support,clarify main responsibilities,and enter a broader stage of comprehensive implementation and development.And this also brings new tasks and challenges to customs supervision.As the national inbound and outbound trade supervision agency,customs has the main responsibility of supervision.With the continuous promotion and development of cross-border e-commerce in China,customs supervision policies have also been followed up and improved,and a set of relatively effective supervision mode has been basically formed.But at the same time,due to the rapid development of the industry continues to produce new problems,resulting in the customs supervision of cross-border e-commerce retail imports in the supervision mode and supervision efficiency of the contradiction still exists.This paper combines theory and practice,takes government regulation theory and process reengineering theory as research tools,and through the observation and study of the current situation of customs supervision of cross-border e-commerce retail imports,summarizes the characteristics of the current cross-border e-commerce retail imports,such as large growth in scale and quantity,continuous emergence of emerging technologies and more standardized industry development.This paper summarizes the current regulatory status of cross-border e-commerce retail import customs supervision in terms of policy basis,regulatory process,regulatory content,regulatory changes and other aspects.On this basis,the problems existing in the cross-border e-commerce retail import supervision process are found and the underlying reasons are explored.It is found that there are some problems in the supervision process of cross-border e-commerce retail import,such as imperfect laws and regulations,inappropriate supervision policies and systems,backward supervision methods and methods,and difficult risk supervision.It also finds out the reasons for the lag in the construction of laws and regulations,the supplementary implementation of policies and systems,the lack of innovation in regulatory means and the lack of ability to deal with risks.On this basis,through field operations,visits to relevant import trade enterprises,investigation of cross-border e-commerce retail import consumers and other methods,combined with government regulation theory and government process reengineering theory,proposed to improve laws and regulations,optimize the way of supervision,innovation of supervision means,prevent regulatory risks and other ways to explore.To improve the regulatory procedures,promote regulatory safety,improve regulatory efficiency,enrich the consumption structure,boost trade development put forward references.
