In the past decade,the real estate industry has been in a stage of rapid development,with land prices and housing prices advancing by leaps and bounds.China’s central and local governments have issued a series of macro-control policies,financial policies,"eight national policies","three red lines","two concentrations","purchase and price limits" and other implementation rules for the real estate market.The real estate development enterprises have thus ushered in high prices,purchase restrictions and price limits,tightened financing channels,and even the government has explicitly prohibited bank funds from flowing into the real estate industry.Under such a severe background,a group of large real estate development enterprises famous for their high turnover have come to the fore,their market share has been expanding,and their ranking has been higher.The high turnover mode of real estate development enterprises means that their capital withdrawal,project development,real estate sales and other aspects are promoted at the fastest speed,thus bringing good cash flow to real estate development enterprises and providing strong support for the rapid growth of enterprise scale.According to the statistics of Kerry,among the top 30 real estate development enterprises from 2010 to 2019,there were 12 real estate development enterprises with high turnover mode,accounting for 40%.The representatives of large-scale real estate development enterprises that have successfully applied the high turnover model and achieved unprecedented development are Country Garden,Rongchuang and Zhongliang.Take 2019 as an example,Country Garden Top 1,Rongchuang Top 4 and Zhongliang Top 20 in terms of sales amount and sales area.According to the sales data of Kerry,it is self-evident that it is necessary and important for the real estate development enterprises to adopt the high turnover mode.If they do not adopt the high turnover mode,they may be excluded from the top 30 camp and go against the current.At present,the research on the bidding system of large real estate development enterprises in the context of high turnover in China rarely involves theoretical analysis combined with empirical research.The research on the bidding system of large real estate development enterprises in the context of high turnover has extensive practical significance and economic benefits,which is also the main reason for the selection of this paper.First of all,the paper introduces the background and significance of the research on the bidding system of large real estate development enterprises under the background of high turnover,summarizes the research progress and research results of the high turnover mode and project bidding system at home and abroad,and points out the characteristics and development trend of the research results of the current high turnover mode and project bidding system.It clarifies the concepts of high turnover,large real estate development enterprises,offers and commitments,project bidding,bidding agency,etc.,combs the theories of process optimization,PDCA cycle theory,collaboration theory,etc.,laying a foundation for the following research.Secondly,the paper introduces the current situation of the bidding system of large-scale real estate development enterprises,and selects three typical large-scale real estate development enterprises for expert questionnaire survey.Through the expert scoring the bidding system of three typical large-scale real estate development enterprises,the paper sorts out and presents the common problems existing in the bidding system of large-scale real estate development enterprises.Then,based on the coordination theory and PDCA cycle theory,a new bidding system suitable for large real estate development enterprises in the context of high turnover is constructed.The main contents are to optimize the organizational structure,adjust the rights and responsibilities of bid selection and processes,improve the bidding and supplier management system,implement a simulated bill of quantities,and strengthen business publicity and evaluation.Finally,the paper analyzes the application of Y large-scale real estate development enterprise bidding project,and finds that the application of the constructed bidding system has improved significantly in four aspects: shortening the bidding cycle,cost saving,rapid bidding and dynamic supplier management.It is summarized that the key to the normal operation of the constructed bidding system lies in the reasonable solution of the organizational structure,bidding rights and responsibilities,bidding management system and supplier management system,simulated list bidding,business publicity and implementation and assessment,optimizing the organizational management structure,streamlining the bidding rights and responsibilities and processes,improving the bidding and supplier management system,simulated list bidding Strengthening business publicity and assessment provides a certain practical reference value,and provides ideas for the long-term development of the real estate bidding system.
