| In recent years,major cases caused by operational risks of Chinese commercial banks have gradually increased,such as the Bank of Yantai president absconding with money in 2012,and the Agricultural Bank of China Beijing Branch staff illegally withdrawing 3.8 billion yuan of bills for fund repurchase in 2016.The types and causes are complex,the amount involved is huge,and the scope of personnel involved is wide,which is not only bad for the development of bank operation and management,and has also affects the stability and harmony of the macro market economy and the financial industry.Since 2019,S Branch of A state-owned commercial bank has repeatedly suffered adverse events and losses due to operational risks,which has become a major obstacle to the steady operation of the bank.In other commercial banks,the management of operational risk is still at the system level,and its practicability,feasibility and operability need to be further improved.In this context,the optimization of operational risk prevention and control has become an urgent problem for state-owned commercial banks to solve.In this paper,S Branch of A state-owned commercial bank is selected as the research object,guided by comprehensive risk management theory and internal control theory,and through literature study,questionnaire survey,case analysis and other methods,after summarizing the operational risk management report of S Branch since 2019.It is concluded that the main operational risks it faces are internal and external fraud risks,operational risk caused by counter business,violation risk of credit application,information leakage risk and information technology risk.After summarizing the inspection results of S Branch by the Banking and Insurance Regulatory Authority,the People’s Bank of China and other regulatory agencies,it is concluded that its main operational risks include corporate and personal credit business management,personal account management,grass-roots counter business,employee behavior control,information technology,anti-money laundering and sanctions compliance.Combined with the 2017 edition of COSO risk management framework and the Operational Risk Classification Method of A State-owned Commercial Bank,and considering that external factors are not easy to control,this paper takes the internal operational risk factors of A state-owned commercial bank as the research focus,and determines the four aspects of process,personnel,information technology system and culture.And this paper uses the questionnaire survey method to investigate and evaluate the actual situation of four aspects.In order to further identify the importance of the operational risk of S branch and determine the main problems that it faces,firstly,this paper uses analytic hierarchy process to determine the importance of four factors to the operational risk of A state-owned commercial bank.Combined with the results of the questionnaire survey,it is concluded that the problems in the operational risk prevention of S branch mainly lie in three aspects:process,personnel and information technology system.Secondly,combined with the actual internal control work of S branch,the author analyzes the main problems,and finds that the operation risk prevention of S Branch mainly has problems,such as poor process execution effect,insufficient working ability of tellers,system and equipment lagging behind the prevention needs.These problems are mainly caused by the slow updating of the process system,the failure to check the implementation of the process,the unreasonable control system,the incomplete risk reporting system and other process aspects,the low learning ability of employees,the low enthusiasm of tellers,the imperfect training system and other aspects of the staff,the unstable operating system,the low efficiency of complex business system and the information technology system.Finally,combined with the internal control theory and the operation practice of S branch,the paper puts forward some countermeasures to prevent the operation risks,such as optimizing the adjustment process,perfecting the personnel management mechanism of the branch and improving the business system.The main innovations of this paper lie in the precise identification of key factors in the current situation of operational risk prevention of S Branch of A state-owned commercial bank through the combination of questionnaire survey and analytic hierarchy method,and the analysis of existing problems and causes in the operational risk prevention of S Branch combined with the actual work,and the prevention countermeasures are proposed.It has formed an analytical framework of "preliminary risk screening--risk severity assessment--risk prevention and optimization management strategy",which has certain theoretical reference significance for the research of operational risk prevention of state-owned commercial banks. |
