| In today’s world,unprecedented changes continue to deepen,and the global economic landscape is accelerating to reshape.As the fundamental industry of China’s national economy,manufacturing is facing many problems such as the gradual loss of factor cost advantages,sluggish external demand,and supply chain disruptions in the international industry chain under the new international situation.Structural adjustment and growth momentum are facing new constraints.Against this background,the Central Committee of the Communist Party of China made a major decision to accelerate the construction of a new development pattern with the domestic systemic circulation as the main body and the domestic and international double cycles promoting each other,which injected new impetus into the quality and efficiency improvement of the manufacturing industry and the realization of high-quality development.It is a part of the answer to many challenges facing the manufacturing industry under the new international situation.Focusing on the discussion of enhancing the competitive advantage of the manufacturing industry under the new development pattern of "dual circulation",most current studies mainly focus on the impact of factors such as global and domestic value chains on the upgrading of the manufacturing industry in the context of accelerating the construction of the new development pattern.However,few studies have intuitively explored its role in the development and upgrading of the manufacturing industry from the perspective of participating in the domestic and international "dual circulation".In view of this,this article proposes a method for measuring the degree of dual cycle participation in the dual dimension of region industry from the perspectives of industry and region,and studies the impact of manufacturing industry participation in domestic and international "dual cycle" on industrial upgrading from the perspectives of supply and demand.The theoretical analysis of this article mainly focuses on the supply and demand aspects of domestic and international dual cycle participation.The impact of participating in the international economic cycle on the upgrading of China’s manufacturing industry mainly includes both positive and negative aspects.By leveraging the learning effect,scale effect,competition effect from the perspective of demand correlation,as well as the product type effect,intermediate product quality effect,and technology spillover effect from the perspective of supply correlation,Participating in international circulation can help enhance the competitiveness of China’s manufacturing industry,and this positive impact is particularly evident in the early stages of China’s weak manufacturing foundation;However,negative impacts such as path dependence and capture effects are gradually becoming prominent in the development of the manufacturing industry,hindering the further upgrading of China’s manufacturing industry.Compared with the international cycle,the impact of participating in the domestic cycle on the upgrading of the manufacturing industry is particularly significant and far-reaching.The impact channels include the local market effect at the demand level,the demand led innovation,and the geographical location advantage and industrial linkage effect at the supply level,as well as the interconnection effect of the domestic systemic circulation and the three mechanism paths of promoting the integration of the domestic big market,strengthening the resilience of the industrial chain supply chain,and improving innovation efficiency.In addition,the bidirectional linkage between domestic circulation and international circulation can effectively overcome the potential drawbacks of a single economic participation mode in the manufacturing industry,and present a complementary relationship in promoting the upgrading of the manufacturing industry.Correspondingly to the theoretical analysis framework,this article proposes a calculation method for China’s domestic and international circular participation from a regional industry perspective and provides a detailed interpretation.Based on this data,the industrial upgrading effect brought about by China’s manufacturing industry’s participation in domestic and international cycles is empirically tested.The main research conclusions of this article are as follows:1.In the whole,the domestic systemic circulation has always played a leading role in terms of scale,and its scale is on the rise.There is significant regional and industry heterogeneity in both domestic and international circular participation.The international circular participation in the eastern region is significantly higher than that in the central and western regions,and the international circular participation in high-tech manufacturing is higher than that in medium and low tech manufacturing.2.(1)Participating in both domestic and international economic cycles can promote the upgrading of China’s manufacturing industry,and there is a clear complementary effect between the two.However,the impact of participating in international cycles on manufacturing upgrading is no longer significant between 2010 and 2017.(2)The mechanism test shows that the promotion of the domestic systemic circulation to the upgrading of the manufacturing industry is mainly achieved through three paths:promoting the domestic market integration,strengthening the resilience of the industrial chain,and improving innovation efficiency.(3)The heterogeneity test results indicate that the central and western regions and high-tech manufacturing industries are more conducive to obtaining industrial upgrading benefits from domestic and international circulation;Participating in the economic cycle in the eastern region and developed countries is more conducive to promoting the upgrading of the manufacturing industry;The economic cycle with countries along the the Belt and Road has a significant positive impact on the upgrading of manufacturing industry.(4)The extension test results indicate that the industrial upgrading effect of domestic and international "double circulation" is mainly caused by demand linkage,and digital investment helps to break the supply and demand bottleneck and unblock the domestic systemic circulation.The research conclusions verify the dominant position and prominent role of the domestic systemic circulation,and provide a useful reference for China to lead the high-quality development of manufacturing industry relying on the use of domestic and international markets and resources under the new development pattern.The theory,data and empirical analysis of this paper prove the significance of the proposal and construction of the new development pattern from the perspective of the upgrading of the manufacturing industry,especially from the perspective of data and empirical analysis to verify the dominant position and prominent role of the domestic systemic circulation,and how to rely on the two economic cycle models for different regions and different types of manufacturing industries under the new development pattern,make use of the international and domestic markets The two types of resources provide theoretical basis and path guidance for achieving technological breakthroughs and industrial upgrading,and provide beneficial references for China to promote high-quality development of the manufacturing industry in the context of accelerating the construction of a dual cycle new development pattern. |
