As the only province in China with all industrial categories,Shandong Province has played a vital role in promoting China’s industrialization process.Since the conversion of old and new kinetic energy was proposed for five years,Shandong Province has explored and optimized in many aspects such as industrial structure upgrading,ecological environmental protection,institutional reform and innovation,and as a pilot area for the conversion of new and old kinetic energy,its development achievements have attracted much attention.The "14th Five-Year Plan" period is a key period from cultivation to formation of new kinetic energy,under the background of the new normal,Shandong’s new and old kinetic energy conversion has been in full swing,Shandong in the process of new and old kinetic energy conversion "beam" pick good or not,whether the conversion has achieved the expected results,whether the development of new kinetic energy in various cities is balanced,etc.are all concerns of all sectors of society.This paper uses the policy text to establish the index system of new and old kinetic energy conversion in Shandong Province,and measures and evaluates the development effectiveness of various cities in Shandong Province,which can not only reflect the government’s focus more objectively,provide new ideas for the establishment of the evaluation system of new and old kinetic energy conversion,further broaden the relevant theoretical system of new and old kinetic energy conversion,but also help to discover the advantages and shortcomings in the process of new and old kinetic energy conversion in different regions,grasp the spatial differentiation characteristics of the degree of new and old kinetic energy conversion from a provincial perspective,and clarify the problems existing in the current stage of development.In turn,it will provide support for relevant departments to accelerate energy transformation and healthy economic growth.Firstly,the research perspectives and viewpoints of experts and scholars in the literature analysis method are used to provide theoretical support for the selection of various indicators of the comprehensive evaluation system,and secondly,the text data of the new and old kinetic energy conversion policies in Shandong Province are collected,the text is preprocessed by Python,and the LDA(Latent Dirichlet Allocation)model is introduced,the text mining method is used for modeling and analysis,the focus topics are successfully extracted,and finally the entropy method is used to determine the weight,and the construction includes innovative supply,financial supply-side reform,green development,institutional supply,financial investment,An index system with 7 first-level indicators and 17 second-level indicators of industrial structure transformation and upgrading and knowledge capacity.At the same time,according to the comprehensive evaluation results,the spatial and temporal comparative analysis of the development level of new and old kinetic energy conversion in various cities in Shandong Province was carried out.Through the study,the article finds that on the one hand,Shandong Province has rich connotation of new and old kinetic energy conversion policies,and the government attaches great importance to the conversion of new and old kinetic energy,adheres to economic construction as the center,constantly reforms and innovations,stimulates enterprise vitality,and supports enterprise development;On the other hand,in recent years,the level of new and old kinetic energy conversion in various cities in Shandong Province has been continuously improved,but the regional differences are more obvious,from the overall point of view,the level of new and old kinetic energy conversion in coastal cities is generally higher than that of inland cities.As the core cities of the new and old kinetic energy conversion pilot zone in Shandong Province,the comprehensive index of new and old kinetic energy conversion in Qingdao City and Jinan City is 398.58 and 319.33 respectively,and the overall new and old kinetic energy conversion level is in an absolute leading position in the province,while the new and old kinetic energy conversion index of other cities is in the range of 76.62 to 216.71,and the gap with it is large.Therefore,in the journey of converting new and old kinetic energy,Shandong Province still needs to further accelerate the transformation and quality of traditional factors and rationally coordinate regional development.
