Comprehensive planning information management is an important management mode,which can help SMEs make more effective strategic decisions,and optimize resource allocation by analyzing the internal financial and non-financial information of SMEs.It has become an important aspect of financial management of small and medium-sized enterprises at home and abroad.In November 2021,the Ministry of Finance released the Outline of the "Fourteenth Five-Year Plan" for Accounting Reform and Development,which clearly put forward the need to "emphasize integration",and stressed the need to use digital technology to promote the deep integration of accounting work and the operation and management activities of small and medium-sized enterprises.However,when implementing comprehensive budget financial management,small and medium-sized enterprises often only focus on accounting and supervision,and take various financial data and resources from the financial perspective as the cornerstone of accounting,while ignoring the relevance of all budget management work and the operation of the enterprise.This practice will not only endanger the financial management efficiency of small and medium-sized enterprises,but also endanger the operation performance of small and medium-sized enterprises.With the popularization of comprehensive budget financial management,its guidance to the actual work of enterprises has been greatly weakened.The traditional extensive management model is increasingly unable to meet the needs of sustainable development of enterprises due to the clear and clear responsibilities of both the industry and finance,and the prominent barriers.Therefore,the integration of industry and finance has become the necessary way for SMEs to improve their core competitiveness and achieve sustainable development.We took Bank X and Bank Y as the research object,combined with literature,field research and case study,and deeply discussed the concept and theoretical basis of comprehensive budget control and industry-finance integration,and carried out a systematic study of relevant domestic and foreign literature.Next,we will describe the case of Bank X and Branch Y,and elaborate on its comprehensive budget management.Next,we will deeply analyze the actual situation of the case X Bank Y Branch in winter plan management and analyze the problems from the aspects of institutional situation,plan formulation and review,plan implementation control,plan supervision and assessment.Based on the concept of industry-finance integration,we have carried out in-depth research on the comprehensive budget management of Bank X and Y Branch,and put forward a series of effective improvement suggestions to improve its quality.In a word,this article attempts to explore the current situation and problems of the comprehensive budget management of Bank X from the perspective of combination of business and finance,and provide effective solutions.This has certain theoretical significance and practical value for improving the overall efficiency of banks and strengthening risk management and internal control.
