The Research On The Coordinated Development Of Digitalization And Greenization In China’s Provinces

Over the past 40 years of reform and opening up,China’s economy has entered a period of high-quality development.In December 2021,the Central Cyber Security and Informatization Committee issued " The Fourteenth Five-Year Plan for Informatization",proposing to promote the collaborative development of digitalization and greenization.At the 20 th National Congress of the Communist Party of China,the CPC central committee raised speed up the construction of digitalization and develop digital economy from the overall development.At the same time,it also proposed to promote green development.Digital development effectively promote high-quality development,while green development is an important guarantee for high-quality development.Therefore,exploring the coordinated development of digitalization and greenization is of great significance for China to achieve high-quality development.Thirty provinces except Tibet,Hong Kong,Macao and Taiwan are selected as the research objects.This paper constructs the indicator system of provincial digital level and green level from economy,society and culture,and then uses the improved coupling coordination model to measure the level of digitalization and greenization coordinated development of each province in 2011-2020.In order to study characteristics and influencing factors of provincial digitalization and greenization coordinated development level,the paper respectively uses Dagum Gini coefficient,SDE model,Spatial Dependence and Geo Detector model.Last but not least,refer to the conclusions obtained,in order to promote the coordinated development of digitalization and greenization in China better and achieve high-quality economic development better,we put forward targeted suggestions.The main conclusions are as follows:(1)From 2011 to 2020,the digitalization level and greenization level of China’s provinces continue to grow,in which the digitalization level grew steadily,the greening level grew rapidly from 2011 to 2018 but gradually decreased from 2019 to 2020;(2)From 2011 to 2020,the overall level of coordinated development of digitalization and greenization in China’s provinces is low,but it continues to grow.In ten years,it shows a spatial pattern in which the coordinated development level of east-middle-west or south-middle-north gradually decreases;(3)On the whole,the spatial difference of the coordinated development level of digitalization and greenization in the three regions in China is decreasing,and the regional difference is the main factor,but its influence has a downward trend;(4)The focus of coordinated development of digitalization and greenization in China is shifting westward,and the aggregation effect of coordinated development is gradually weakening;(5)The coordinated development of digitalization and greenization in China’s provinces is gradually balanced as a whole,while the provinces in high-high agglomeration areas are relatively stable,but the provinces in low-low agglomeration areas and low-high agglomeration areas are gradually reduced;(6)The upgrading and rationalization level of industrial structure,urbanization and innovation have always had a strong explanatory power for the coordinated development of digitalization and greenization.The explanatory power of foreign direct investment is less.The interaction between the level of upgrading or innovation ability of industrial structure with other factors often has a greater explanatory power for the coordinated development level.In view of these,this paper puts forward the following suggestions to better enhance the coordinated development level in China:(1)Formulate policies according to local conditions;(2)Optimize the industrial structure;(3)Targeted financial services support;(4)Encourage innovation in the whole society;(5)Promote high-quality urbanization.
