Research On Performance Evaluation Of S Company’s Special Bond Project Funds

Under the background of fully implementing budget performance management,with the rapid expansion of the scale of special bond issuance,fund management began to expose its shortcomings,such as misappropriation of funds,precipitation and idling,and low returns.Therefore,financial departments began to strengthen the requirements on the use efficiency of special bond project funds and implement performance management.In July 2021,the Ministry of Finance issued the Measures for the Performance Management of Local Government Special Bond Project Funds,which clearly put forward the whole-life management of the performance of special bond project funds,requiring project units to independently carry out self-evaluation of their performance at the end of the annual budget implementation and submit the evaluation results to the competent authorities and financial departments at the same level.However,performance management has just started in our country,and the complete and comprehensive performance evaluation system of state-owned enterprises has not yet been established.State-owned enterprises are behind in the concept of performance evaluation of special bond project funds,and the evaluation indexes and methods are not objective and reasonable,and many problems lack a systematic and complete reference system.Therefore,this thesis selects S Company,which has more funds to declare special bond projects,and optimizes its performance evaluation indicators and methods.This thesis uses literature research method,case analysis method and questionnaire survey method to study the current situation of performance evaluation of S Company’s special bond project funds.Based on the existing problems of S Company,such as not paying attention to performance evaluation,not specifying evaluation indexes and not objective evaluation methods,the evaluation indexes are refined according to the principles and standards of performance evaluation.Through analytic hierarchy process,the evaluation index is re-assigned,and then the fuzzy comprehensive evaluation method is used for comprehensive evaluation,and the special bond project funds of shantytown reconstruction are selected for application.In addition,S Company should also strengthen the application of performance evaluation results,strengthen the construction of talent team for performance evaluation,and provide talent support for the company to improve its performance evaluation level.At present,the research on the performance evaluation of special bond project funds is mostly carried out by government departments.The research on the performance evaluation of special bond project funds of S Company in this thesis provides a new idea for the research of state-owned enterprise special bond project,and can be provided to the financial department as a reference basis to provide ideas for the financial department to carry out key performance evaluation.
