A Study On The Impact Of Human Capital On The Development Of Grain Processing Industry

Food security and national security are closely linked,and the risk of uncertainty in China’s food security is gradually increasing under the unprecedented change of the century.Since the 18 th Party Congress,under the leadership of the Party Central Committee with Comrade Xi Jinping as the core,China’s food security guarantee capacity has been continuously improved,but currently China has entered a new stage of development.Facing the new situation,opportunities and challenges coexist in the food industry,and we must firmly establish the strategy of promoting food security with scientific and technological talents to comprehensively strengthen the foundation of food security.The new economic growth theory points out that knowledge is an important factor of production,which can stimulate enterprises to carry out R&D and innovation,thus improving their economic efficiency.Therefore,in the grain industry,talents with a high level of expertise reserve are an important part of development and a sustainable driving force for development,and attaching great importance to the construction of a talent pool in the grain industry is a key initiative for the high-quality development of the grain industry.The purpose of this paper is to focus on analyzing the human capital input in the grain processing industry and to examine the impact and contribution of human capital on the development of the grain processing industry.Firstly,the comprehensive development evaluation system of grain processing industry is constructed through hierarchical analysis to explore the development of grain processing industry in each province from three dimensions of economic development,innovative development and coordinated development,and assess the overall development level of grain processing industry.Then,human capital in the grain processing industry is divided into professional skill-based human capital and management-based human capital through comprehensive analysis,and 28 provincial panel data from 2010 to 2020 are used to measure different types of human capital and interpret the characteristics of human capital stock in China’s grain processing industry.Finally,the impact and contribution of professional and skilled human capital and managerial human capital on the development of the grain processing industry are analyzed through empirical tests.The main findings of this paper are as follows:(1)professional and managerial human capital have a significant positive impact on the overall development level of the grain processing industry,and the effect of professional human capital on the development of the grain processing industry is less than that of managerial human capital;(2)at present,the development of the grain processing industry relies more on physical capital input,and the contribution of professional and managerial human capital to the development of the grain processing industry is less than that of managerial human capital.(3)the contribution rate of human capital to the development of the grain processing industry differs significantly among regions,and there is a correlation between this difference and the division of grain production and marketing regions.Based on the above findings,this paper puts forward corresponding policy suggestions from the perspective of increasing the cultivation of talents in the grain processing industry and promoting the high-quality development of the grain processing industry:(1)pay full attention to the demand for professional skills and management talents in the grain industry,actively promote the cooperation between grain-related universities and grain enterprises,offer professional courses in grain processing,focus on training processing talents,and precisely match them with grain processing enterprises;((2)Realize the coordination mechanism of talent work through policy leadership,cultivation policy and assessment mechanism,adjust the unreasonable talent structure ratio in a timely manner and focus on the balanced development of grain processing talents;(3)Construct a talent-oriented development policy,mobilize the enthusiasm of grain processing enterprises and institutions to develop grain science and technology achievements,establish and improve the platform construction of China’s grain industry associations,and effectively improve the transformation rate of scientific and technological achievements.
