In recent years,under the background of increasing international trade frictions and the intertwined century epidemic,the medical device industry has received unprecedented attention.China’s medical device industry faces both risks and opportunities.On the one hand,with the improvement of domestic residents’ living standards and the impact of the novel coronavirus epidemic,the market demand for medical devices is expanding rapidly;on the other hand,due to China’s late independent research and development of medical devices,in the past,the midto-high-end medical device market mainly relied on imports from Europe,America and Japan.Affected by international trade frictions,its living space is constantly being squeezed.Therefore,some domestic medical device companies that used to rely on trade business are trying to transform into independent research and development companies to solve the crisis of being“strangled”.The object of this study is X company,a high-tech company engaged in the medical device industry.Since its establishment,it has achieved certain results in the industry by relying on foreign high-end medical device products agency business.However,it is now facing a situation where it will be dangerous if it does not change.In the process of transformation,X company has taken the first step by acquiring research and development companies,but still exposed some problems.The past performance management philosophy of “heavy performance and light management” is no longer applicable,and it urgently needs to establish a more suitable for new market environment,in line with company development law,supporting company strategic goals performance management system.The author conducted an in-depth investigation and analysis of X company’s performance management system through consulting a large number of performance management related literature materials,facing-toface communication with X company managers,and comparison with benchmark enterprises in the same industry,and found out The crux of X Company’s performance management system:lack of guidance and systematicness in performance management system;unscientific performance management mechanism;inadequate implementation of performance management.The author aimed at X company’s existing problems,in combination with modern scientific performance management theory,tailored for its set up a set of optimization design scheme for performance management system,covers all aspects of comprehensive performance management.In terms of content evaluation,the SWOT analysis method was used to locate corporate strategic goals,and PBC Performance Management Method was used to decompose corporate strategic goals into departments and positions.In terms of evaluation mechanism,the evaluation scale was designed,the forced normal distribution,horizontal evaluation review meeting,the employee appeal mechanism etc.to establish more in line with objective fair principle evaluation mechanism.In terms optimization design process,following PDCA cycle Management Law concept,making process formed more conducive to benign upward development cycle,and designed communication guide table,to help enterprise managers improve communication effect better complete process.In terms application results,in combination with X actual situation will be linked more scientific aspects such as pay,talent management etc,try make play maximum role.Finally,in order ensure this study optimization design scheme can smoothly implement,in terms institutional system construction,the cultivation employee thinking as well as informationization system construction three aspects put forward safeguard measures.
