With the implementation of China’s tobacco control policy and the development of the global anti smoking campaign,more and more smokers are joining the ranks of quitting smoking.In China,tobacco is controlled by state-owned enterprises.It is one of the main tax sources in China and has a certain monopoly.However,in this new situation,the development of tobacco enterprises and the internal management and operation mechanism of tobacco enterprises will face greater problems.Therefore,it is necessary to adjust and improve the reasonable allocation of human resources,the reduction of labor costs,the improvement of labor efficiency and other aspects according to the development trend of tobacco enterprises at this stage,so as to make the enterprise develop in the long run,which is also the main research content of this paper.Here,taking TZ company,a prefecture level and Municipal Tobacco Company,as an example,this paper makes an in-depth investigation from the number of employees,human resource allocation,labor efficiency and other aspects of the company.In order to effectively improve the low labor efficiency and unbalanced staffing of the enterprise,I specially study the personnel exit mechanism.At the same time,this paper also refers to the research literature on personnel exit mechanism at home and abroad,and makes a field investigation on the human resource allocation of TZ company based on its basic theory and research results.It is found that the number of employees is relatively expanded,and most of the employees are older,there are structural redundancy,shortage and personnel fault,which will seriously affect the development of the enterprise,At the same time,it will also cause many substantive obstacles to the follow-up operation of enterprises.In order to realize the sustainable development of enterprises,we must improve the personnel exit mechanism as soon as possible,so as to achieve the purpose of obtaining the highest labor efficiency with the lowest labor cost through the reasonable adjustment of human resources and post allocation.In the research process of this kind of personnel withdrawal mechanism used by most enterprises,it is found that it still has deficiencies.It is necessary to improve the system from the five aspects of staffing,determining the withdrawal object,selecting the withdrawal mode,designing the withdrawal process and establishing the guarantee mechanism.In the enterprise’s human resource management system,the introduction of this personnel withdrawal mechanism can also make its management more efficient,so it is necessary to build a more reasonable Smooth and healthy personnel exit mechanism,strengthen the construction of talent introduction mechanism,improve the work efficiency of employees by improving and perfecting the incentive system and performance appraisal standards,and analyze the responsibilities of different posts in advance.In addition,it is also necessary to set up regular talent training plans for enterprise employees,requiring them to learn at work and work in learning,so as to promote the development of personal ability.This is enough to show that the improvement of human resource management mechanism also needs the coordination and cooperation of various mechanisms.Finally,this paper also emphasizes the problems that should be paid attention to in the application of personnel exit mechanism in enterprises.The research significance of this paper is not only limited to the human resource management system of tobacco companies,but also plays an obvious positive role in the development of other state-owned enterprises and some small and medium-sized enterprises.
