Study On The Problems And Countermeasures In The Implementation Of The Paid Withdrawal Policy Of Homesteads In Wenzhou

Accelerating the withdrawal of rural homestead is an important measure to promote the coordinated development of urban and rural areas and help the establishment of Zhejiang common prosperity pilot zone.There is a local saying “seven mountains,two rivers and one farmland”shows the geography in Wenzhou.So more and more farmers choose to go to cities to pursue better living conditions,which aggravates the shortage of land for urban construction.At the same time,a large number of Wenzhou people go out for business,resulting in a large number of idle rural land,and the utilization rate of homestead decreased.The problems emerged,such as “one household with multiple houses”,“idle old houses” and other problems.The contradiction between supply and demand of land resources is more acute,thus promoting rural homestead withdrawal has become an inevitable choice for the development of Wenzhou.This study mainly takes Ouhai District,Ruian City,Yueqing City,Pingyang County and Longgang City,which are affiliated to Wenzhou,as the investigation and research area,uses literature analysis method,field questionnaire survey method and statistical analysis method to study the status quo of the implementation of the paid withdrawal policy of residential land in Wenzhou,and analyzes the existing problems and causes.In order to further analyze the factors influencing the paid withdrawal of homestead in Wenzhou,240 questionnaires were designed and distributed to farmers,village cadres and other public servants,and 218 valid questionnaires were collected.SPSS regression analysis software was used to establish a binary logistic regression model for scientific analysis.The results show that individual characteristics and family characteristics,homestead characteristics,homestead withdrawal compensation standard,dominant mode factor of homestead withdrawal,factors of compensation method for homestead withdrawal,homestead withdrawal compensation fund factor and other factors affect the effective implementation of homestead withdrawal policy to varying degrees.As for the effect of the paid homestead withdrawal policy in Wenzhou,the investigation of grassroots cadres shows that as a systematic project,homestead withdrawal involves the vital interests of the masses,and there are still many difficulties in the actual implementation.From the perspective of policy implementation,the current withdrawal mode of rural homestead in Wenzhou is dominated by the government,with low participation of enterprises and social organizations.The compensation method is not uniform in the region,and it is difficult to meet farmers’ expectations.The capital source of homestead withdrawal compensation is single and the gap is large.In view of the problems found in the above investigation and analysis,the paper puts forward the improvement countermeasures of paid withdrawal of homestead in Wenzhou: respect the will of farmers to withdraw,protect the rights and interests of farmers to withdraw;Formulate reasonable compensation standards for homestead withdrawal;Improve rural homestead withdrawal from the social security system;Coordinate and stimulate the enthusiasm of each subject in the withdrawal of homestead;Establish the dominant withdrawal mode with“marketization + securitization”;Broaden the way of fund-raising for homestead withdrawal compensation.It is hoped that the problems in the implementation of the paid withdrawal policy of homestead in Wenzhou,as well as the targeted improvement measures and optimization suggestions proposed in this study,can provide useful reference for solving the contradiction between supply and demand of land resources in Wenzhou,promoting the coordinated development of urban and rural areas,and helping the common prosperity pilot zone of Zhejiang province.
