| Since the 18 th National Congress,the core of the new round of reform of state-owned assets and state-owned enterprises is to reform the authorized operation system of state-owned capital.The SASAC has changed its main function from "managing people,managing capital" to "managing capital".Together with its state-owned capital investment company and operation company,it has built a three-tier structure of "SASAC-two types of companies-state-owned enterprises".At present,the pilot of two types of Companies in Hunan Province is accelerating.As the first provincial state-owned capital operation company in Hunan,how to realize high-quality and efficient state-owned capital operation is not only a major topic of Xingxiang Investment Holding Group Co.,Ltd.’s own development,but also related to the overall success of the reform of state-owned assets and state-owned enterprises in Hunan.By using the methods of comparative analysis and summary,the paper firstly identifies the characteristics of the two types of companies and distinguishes their functional positioning;Secondly,through the study of the practical experience of state-owned capital operation companies at the level of central level and the provincial level,the general paradigm of overseas capital operation is summarized,laying a theoretical foundation for the paper.Then the paper introduces the current state-owned capital operation practice of Xingxiang group from the aspects of basic conditions,platform construction and tool combination,and analyzes the necessity and feasibility of state-owned capital operation optimization of Xingxiang group;Finally,based on the advanced experience of other state-owned capital operation companies and combined with the reality of Xingxiang group,the paper puts forward the objectives and implementation path of state-owned capital operation optimization of Xingxiang group,and puts forward suggestions for Xingxiang group to serve Hunan’s "SAN GAO SI XIN" strategy and the reform of state-owned assets and state-owned enterprises in Hunan.The paper finds:(1)there are big differences between state-owned capital operation companies and investment companies,and between state-owned capital operation companies at all levels in top-level design,function positioning,formation mode,establishment quantity,capital strength and so on;(2)Xingxiang Group has certain advantages in terms of capital strength and operational experience,but at the same time there are deficiencies such as operational capabilities to be enhanced,operational efficiency to be improved,and operational benefits to be improved;(3)The problems and challenges faced by Xingxiang Group show that the current model cannot meet the company’s development needs,and it must combine with its own development reality and learn advanced experience.In the next step,Xingxiang Group can achieve the optimization of state-owned capital operation by strengthening and optimizing the main business,enriching the means of operation,optimizing the operation control mechanism,accelerating the flow of capital circulation,improving the internal management level,and improving the talent incentive mechanism. |
