The Design Of State-owned Capital Operation Mode For S Company

The key of making reform deeper is the reform of state-owned enterprise(SOE).Under the condition of market-oriented,it's important to design and implement the state-owned capital operation mode,through the operation of equity,management of value,reform and reorganization,advance and retreat orderly to promote state-owned capital flow to the innovation-driven and economic restructuring,in order to make a combination of various types of capital,it's carrying with industry power,technology and human resources.By the means of developing incremental and revitalizing the stock,it will make a significant contribution to the development of economic and society.As a typical representative of SOE,over the past several decades,S company has preliminary explored an industry,finance and trade harmonious development,also the integration of capital operation development path,but under the condition of today,if we want to promote the sustained and healthy development of enterprises,exploring a design of operational mode is a need.First of all,this paper set forth the connotation of capital operation,through comparing with different capital operation modes between the Chinese and foreign countries,after analyzing the results of it,we could see the main methods that we have taken and the existing problems in the SOE in our nation.The Second,according to the actual situation of S company,by using the method of qualitative analysis and quantitative analysis,the theory of strategic management,this paper has made an analysis of the external and internal conditions,such as the national macroeconomic environment,industrial environment and the business status and operating conditions of S company.By overall evaluation,we have been cleared about that when the enterprise meet the opportunities and challenges,it should choose the relevant diversified development path.And then,as the basic idea of enterprise development,we have proposed the development of the enterprise strategy,the operation principle,the organizational structure under the new situation,also we put forward the suggestion of organic combination of financial service with capital operation,equity financing with debt financing,capital operation with industrial operation,capital operation with technology services and other types of capital creatively.If we carry out asset management,make perfect corporate governance structure and the management mode of investment enterprises,we could make the operation mode more optimized and promote the rational flow of state-owned capital.The last but not the least,in order to improve the practice of the operation mode,we put forward the measures to ensure that we could effectively implement operation mode from the system of institutional,incentive constraint,supervision service and so on.
