Research On Higher Quality Coordinated Development Of Anhui Region Under The Background Of Common Prosperity

Unbalanced and inadequate regional development is a common problem that restricts high-quality coordinated development and common prosperity among regions.Under the guidance of the national strategy for coordinated regional development,Anhui Province takes the functional zoning strategy as the core,gives full play to the comparative advantages of various regions,and promotes the formation of a new pattern of "one circle and five districts" featuring distinct main functions,complementary advantages and high-quality development.In this context,it is of great significance to study the high quality coordinated development of Anhui Province for Anhui Province to implement the strategy of regional coordinated development and promote the common prosperity of the people.This paper takes Anhui Province as the research object,starting from the four subsystems of "economic development,people’s life,public service and ecological environment",with common prosperity as the core and regional economic development level as the main line,to build a comprehensive evaluation index system of "regional high-quality coordinated development".This paper focuses on Anhui Province with "five districts in one circle" as the regional unit,uses entropy method and local coordinated development measurement model to measure and compare the high-quality coordinated development levels of different regions in Anhui Province from 2011 to2021,and describes the spatio-temporal differentiation characteristics of high-quality coordinated development of different regions in Anhui province through σ coefficient,coefficient of variation and Theil index.Comparative analysis of regional differences.The bidirectional fixed effect model is selected to identify the influencing factors of regional high quality coordinated development level.On this basis,according to the measurement results of regional high-quality coordinated development level and the analysis of influencing factors in Anhui province,with the help of system dynamics model,the flow chart and system dynamics model affecting regional high-quality coordinated development are established,and the financial,industrial and investment policies are selected to simulate their effects on regional high-quality coordinated development.The results showed that:(1)In the long run,the absolute difference increased and the relative difference decreased in the level of regional high-quality coordinated development among prefecture-level cities and "one circle and five districts";(2)The regional high quality coordinated development level in Anhui province has significant spatial differentiation characteristics,most of the economic zones are primary coordinated,a few are barely coordinated or on the verge of imbalance,but generally speaking,there is still a large room for improvement from the high quality coordinated level;(3)Industrial upgrading is one of the most important factors affecting the level of regional high-quality coordinated development.The proportion of medical and health expenditure and transfer payment plays an important role in the high-quality coordinated development of prefecture-level cities,while the high-quality coordinated development of "one circle and five districts" requires more investment in research and experiment.(4)Fiscal,industrial and investment policies have a significant impact on the level of regional high-quality coordinated development,and different policies have different timeliness,and the policy mix can play a greater role.Based on the above conclusions and analysis,this paper puts forward the following policy suggestions:strengthening the top-level design of regional high-quality coordinated development policies;Pay attention to the implementation of infrastructure investment policies;Promote industrial upgrading and strengthen innovation support;We will make proper use of the fiscal policy of transfer payments.
