Common prosperity is a goal of man's all-round development as well as a goal of economy and society. The dissertation introduces 'common prosperity', a concept in scientific socialism, into the research field of regional economics, as an important theory of the socialism with Chinese characteristics on the spatial dimension. To unify the goal of common prosperity and the path of imbalancd coordinated economic development of all regions, the dissertation studies the issue of regional economic development and the coordinated development of all regions in China, so as say coordination between regions, between cities and countries and between income distribution.In the first place, the essay defines the scientific connotations of common prosperity by pointing out it belongs not only to the category of scientific socialism but also to economics - common prosperity is a historical, dynamic process. Through analysis on Deng Xiaoping's strategic thoughts and relationship between common prosperity and area-balance, the essay aims to reveal the paramount contribution of common prosperity to region science. It expatiates, under scientific concept of development, the theory and practice in building a well-off society in an all-round way and discusses the logical relations between building a well-off society in an all-round way and common prosperity. In addition, it summarizes and evaluates pertinent statements by western scholars about efficiency and fairness, the maximum of social welfare and sustainable development.Second, the essay reviews the theory of regional differences, regional advantages and regional economic development. It reveals the relationship between regionaldifferences and regional economic development, between regional advantages and regional economic development and between stages of regional development and regional economic development. Based on a retrospection of layout and adjustment of Chinese regional economic development strategies, it evaluates proportional development of all regions strategy, disproportional development of all regions strategy and disproportional and coordinated development of all regions strategy.Third, based on the analysis of the current situation, factors and social-economic effects of the country's unbalanced economic development of regions, the essay holds a new regional economic layout should be established to lessen the disparity and promote the coordinated economic development; it also discusses the significance, strategic opportunities, taskes cind measures to further Western Development, to revitalize old north-eastern industrial bases, to advance the rising of the middle China and to promote the development of the east regions.Forth, it addresses the issue of regional overall planning under the goal of common prosperity. The essay holds that changes in urban-rural structure, industrial structure and income structure eventually lie in the regional location structure. The regional differences in economic development is closely related to regional location structure- thus to lessen the disparity among regions, it is important to optimize or ameliorate the regional structure and to achieve balance. From the perspectives of development, reform, opening up and ecological environment, the essay offers analysis of the new trends in regional structure cind aggravation of regional disparity, and puts forward the measures to coordinate and amend: to establish a basic framework for priority of space exploitation; to establish regional economic cooperation systems with characteristics and unique functions; to boost the accelerated development of potential regions; to solve the problems in exploitation and development of 'problematic regions'. In all, it is proposed, under scientific concept of development, the overall planning of regional development could be weighed from the perspectives of four districts, functional sectors, province-principality-borough, and primary mejasures are further discussed.Fifth, it discusses the issue of urban-rural overall planning. The essay reviewsthe history of the urban-rural relations in the country, describes the current state of gap between the two and further analyzes the economic, social, and systematic restrictions to urban-rural common prosperity and coordinated development. Due to the cumulative structural and systematic contradictions, the duality of urban-rural economic social structure is reinforce, which results in the serious imbalance between development of urban and rural regions within the regional development system, in the disadvantageous industry of agriculture, in the disadvantageous region of rural districts and in the intensification of issues concerning agriculture, countryside and farmers. The transformation from the duality of urban-rural economic structure to the modern social economic structure will be the keynote of the development of the Chinese economy for the next decades. The urban-rural overall planning, to solve such serious imbalance, lies in the grasp of 'two trends': to exert the radiant effect from urban to rural, to exert the drive by industry to agriculture, and to exert the functions by rural regions to the urban and the industry, achieving sound urban-rural interaction.Sixth, it discusses the overall planning of income distribution under the goal of common prosperity. Through a rational analysis of the income gap in the country, it proposes to achieve the goal of common prosperity; this gap must be shortened, in opposing to both egalitarian and polarity. A dialectic is set between 'rich ones' to 'strong regions': a humane, 'rich ones first' concept of development is proposed. An income distribution system consistent with common prosperity will be gradually established, so as to bring about the market's function of efficiency as well as the government's modulation role in income distribution fairness. Promoting reforms in income distribution system, strengthening the supervising of the income distribution of the monopoly trades, standardizing the distribution conduct by means of law, increasing the fair and reasonable distribution of public services are included as primary measures of the government to regulate income distribution.Seventh, by an analysis of market-control and macro-control, the essay reveals the crucial role played by macro-control in regional overall planning. A general strategy and planning to promote the coordinated economic development of allregions should be founded, so as to create a uniform market milieu for the coordinated economic development of all regions, to induce reasonable collocation of social investments among regions, and through measures such as transferring payment, balancing the public service level to develop their economy to exert the functions of central government in regional overall planning; through measures such as establishing regional economic development strategy and planning, exerting regional advantages, improving investment environment, coordinating regional interest and hoisting regional economic cooperation and horizontal relation to exert the functions of regional government in regional overall planning.
