Study On The Impact Of Digital Economy On Rural Revitalization

Since the 21st century,China’s economic development has been accelerating,urban areas have become the priority of development,and remarkable achievements have been made.However,how to narrow the gap between urban and rural areas has gradually become a major problem on the road to achieve common prosperity in China.The Party and the state attach great importance to the work of "agriculture,rural areas and farmers",and have carried out detailed strategic instructions to develop our countryside from the three angles of agriculture,countryside and farmers.In the report to the 19 th National Congress of the Communist Party of China,the government proposed to implement the rural revitalization strategy,develop rural modernization,build a new type of countryside with green production and life for farmers,and promote the overall progress and development of agriculture,rural areas and farmers.With the continuous improvement and improvement of digital infrastructure such as the Internet and the Internet of Things,the digital economy has become an "engine" promoting our social development and plays an important role in stimulating national production,consumption,innovation and employment.In May 2019,the General Office of the CPC Central Committee and The General Office of the State Council issued the Outline of the Strategy for the Development of Digital Countryside,pointing out the direction of the development of rural digitalization under the background of digital economy.Therefore,this paper analyzes the impact of digital economy on rural revitalization from the theoretical and empirical perspectives,which has certain significance for the era of how to seize the digital dividend for rural development in China.This paper firstly expounds the research background and main content of digital economy and rural revitalization,combs the domestic and foreign literature from two aspects of the connotation and measurement of digital economy and rural revitalization,and then discusses the development theory of digital economy from the perspective of economics,and theoretically analyzes the impact of digital economy on the issues of "agriculture,rural areas and farmers" in China.Secondly,the panel data of 30 provinces and cities in China(except Tibet,Hong Kong,Macao and Taiwan)from 2012 to 2020 are selected to build a multi-dimensional index system,and the measurement method combining subjective and objective is adopted to measure the development level of digital economy and the level of rural revitalization.Then,according to the sample size,data structure and other factors,the empirical analysis model of the impact of digital economy on rural revitalization is established.Finally,this paper summarizes the development status and model fitting results of digital economy and rural revitalization,and puts forward relevant suggestions.The research shows that: based on the theoretical mechanism of digital economy affecting rural revitalization,digital economy mainly promotes rural development through improving agricultural production efficiency,optimizing rural living environment and improving farmers’ income.According to the calculation results of the level of rural revitalization,China’s rural areas have developed rapidly since 2018.Based on the fixed effect model of digital economy on rural revitalization,from 2012 to 2020,China’s digital economy has significantly promoted the development of rural revitalization.From the subindex of rural revitalization,digital economy mainly promotes rural revitalization by improving agricultural production efficiency and farmers’ living standards.From the perspective of regional differences,regional regression shows that digital economy has the highest promoting effect on rural revitalization in the central region,followed by the eastern region,and the promoting effect in the western region is not significant.From the perspective of spatial spillover effect,digital economy has a significant spatial spillover phenomenon in promoting rural revitalization.Based on the theoretical and empirical analysis results,the following four suggestions are put forward.First,accelerate the construction of rural digital infrastructure and narrow the digital divide between urban and rural areas.Second,promote the orderly and free flow of data elements in various industries and regions,and use data information resources to improve agricultural production efficiency;Third,actively guide farmers to participate in rural governance,emphasize farmers as the subjectivity of rural revitalization,and promote a comprehensive,inclusive,convenient and effective digital service governance system;Fourth,improve the digital literacy of farmers,and actively train local digital talents and introduce foreign talents.
