| In February 2021,General Secretary Xi Jinping announced that China had won the battle against poverty and achieved poverty alleviation for all poor people,and since then,the focus of the "three rural areas" work has been fully shifted to rural revitalization.In the stage of poverty alleviation,China’s rural areas have made a series of remarkable achievements and improved the quality of living standards of residents.After comprehensively promoting rural revitalization,it is necessary not only to consolidate the achievements of poverty alleviation and prevent the occurrence of large-scale poverty recurrence,but also to put forward higher requirements for rural development and further move towards the overall goal of common prosperity.To this end,the state has projected a five-year transitional period for a transition from poverty alleviation to rural revitalization,during which the state has advanced the work gradually in the respects of social security,industry development,ecosystem,culture and organizational construction,this is of great significance to the goal achievement of rural revitalization.The number of rural residents in Shandong Province ranks second in the eastern coastal area of China.Ju County is located in the southeast of Shandong,with an originallyregistered 54,000 poor households,accounting for about 4.6% of the county’s population.The Ju County is now in the second year of the poverty alleviation transition period.The efforts to analyze the dilemma of a linkage between the two major strategies of Ju County,to figure out the causes and put forward specific measures are of practical importance for the further development of the rural area of Ju County and the other rural areas in Shandong Province.Starting from the background of rural development,this paper clarifies the importance of an effective linking between the two strategies at this stage.Taking Nax’s theory of the vicious circle of poverty,the theory of anti-poverty with Chinese characteristics and the theory of neoendogenous development as the theoretical basis for the research,on the basis of the existing literature,the logical relationship between the effective connection of the two strategies was sorted out and analyzed,including the analysis of the inevitability of the connection between the two strategies and the analysis of the commonalities and differences between the two strategies.Then,through questionnaire survey,field research and interview,the data and information on rural development in Ju County were collected.Besides,the achievements made in the county in the period of poverty alleviation and the current connection status were sorted out and introduced.In accordance with the collected data,the dilemma of linking the two strategies mainly includes the following five aspects: the high risk of poverty recurrence of poor marginal groups,insufficient support for industrial development,lagging-behind rural infrastructure construction and public service,low level of cultural construction,and underdeveloped countryside basic party organization and farmers’ passive initiatives.Based on these five aspects,the causes are analyzed,and finally targeted countermeasures and suggestions are put forward from five aspects: strengthening the stability of the connection between the two strategies,enhancing the industrial support of the two strategic connections,furthering the support of rural infrastructure and public services,improving the cultural support,and sparking the endogenous driving force of the connection of the two strategies. |
