Study On Policy Community Under The Background Of The Effective Connection Between Poverty Alleviation And Rural Revitalization

Consolidating and expanding the achievements of poverty alleviation with rural vitalization is an important strategic arrangement.The effectiveness of the connection concerns the development prospects of agriculture,rural areas and farmers,and reflects the modernization of China’s governance system and capacity.However,in the process of realizing effective connection,policy gaps,policy conflict,policy idling and other policy difficulties emerge one after another,restricting the realization of effective connection.From the perspective of the policy network,optimizing the policy subject structure and building the ideal policy network--policy community is regarded as an effective measure to solve the policy dilemma.Based on this,we adopt a combination of qualitative and quantitative methods,focusing on the following issues: What is a policy community? What are the characteristics of the normative model of the policy community under the background of the effective connection between poverty alleviation and rural revitalization? What are the shortcomings of the policy networks at the practical level in the process of effective connection? How to solve the real shortage,and then complete the construction of a policy community under the background of the effective connection between poverty alleviation and rural revitalization? Based on the above research questions,this paper studies the following contents:In the first part,we define the connotation of the policy community,including the basic concepts,the factor characteristics,the value function and the value function generation mechanism of the policy community.First,we collated the discussion on the policy community in the existing research,clarified the core concept of the policy community,and realized a clearer conceptual expression through a detailed discussion of the basic elements of the — — actors and the relationship structure elements of the policy community.In our research,the policy community refers to a balanced,stable and integrated relationship structure composed of organizations in the core circle of the policy network in different policy stages.Meanwhile,we discuss the value and value generation mechanism of the policy community.In the process of public policy operation,the existence of policy community can promote the construction of consultative government,alleviate the intervention of political forces in public policy,and improve the predictability of policy results.What links the policy community with the above policy effect is the policy framework optimization logic and the operation mechanism coordination logic generated based on the advantages of the policy community.In the second part,we discuss the normative model of the policy community in the context of the effective connection between poverty alleviation and rural revitalization.According to the core concept of policy community,combined with the top design of effective cohesion strategy and build the specification model.In order to make clear what kind of policy community should be built,can we effectively achieve the expected policy goals.We believe that under the background of the effective cohesion strategy,the policy community should both include the central government,the provincial and municipal governments,and the county and township governments.In terms of relationship structure,the balance should be reflected in the balance of resource relationship based on functions and tasks,the balance of discourse power in the policy process and the balance between responsibilities and rights.Stability should be reflected in the stability of the actors,the impersonality characteristics of the interaction between the actors,the continuous and stable existence of the balanced and integrated relationship in the whole process of the policy.Integration should be reflected in the sharing and openness of resources among actors and the consistency of ideas,goals and actions.In the third part,according to the practice process of dynamic monitoring and assistance to prevent returning to poverty in F County,we analyze the realistic state of the policy network in the effective process,to provide a reference for finding the right direction of the construction of the policy community,It also provides the practical necessity for the policy community research under the background of effective cohesion.According to the analysis of the policy background,policy effect and policy block,it can be found that,from the perspective of actors,in the process of effective connection,the policy community between the real state and appropriate norms have been coupled.Each actor has issued corresponding policy documents,and the members of the policy community are relatively complete.But under the perspective of relationship structure,although the policy community specification model of stability and integration is reflected through the policy effect to a certain extent,but the checking work,monitoring work and support work are all have shortcomings,means that actors are still exist between the imbalance,instability and poor integration degree,need to be optimized.In the fourth part,we discuss the influencing factors of the construction of a policy community under the background of the effective connection between poverty alleviation and rural revitalization,and put forward the corresponding path suggestions.Through the combing of the existing theories,the influencing factors of the policy community construction are explored,and then the theoretical analysis model-"resource-benefit-duration" model is explored.After that We selected 20 "province-county" pairs from data availability in the J province as case samples based on a comprehensive consideration of data availability,true validity,and typicality.Data collection and collation were completed through interviews,text analysis and other methods,data were tested by SPSS,and fuzzy set qualitative comparative analysis method(fs QCA)was used to verify the theoretical model.The data analysis results show that in the process of effective connection,the influence of the single factor indicators in the resource elements,interest elements and duration elements is not significant.In the conditional configuration analysis,a total of 7conditional configurations with significant influence were generated,which could be divided as "hard power-dominated" and "benefit-dominant".Accordingly,we believe that to realize the construction of the policy community under the background of effective cohesion,we should adhere to the path of multiple criteria,and choose the path scheme;Promote resource subsidence,improve the balance of the relationship structure;Pay attention to the system optimization,strengthen the stability of the relationship structure;Break down the barriers to trust and realize the integration of the relationship structure.
