| At present,China’s urban development mode has changed from growth-oriented to stock optimization-oriented,and tapping and utilizing the stock of land is the new path of urban development at this stage.In terms of stock planning,the redevelopment of low-utility land is an important means to revitalize the stock,and the redevelopment of low-utility industrial land has also become an important issue worthy of attention in the urbanization process.Based on the above background,the study relies on the low-utility land redevelopment project in the central city of Zhangjiakou,and uses literature research method,GIS spatial analysis method,and qualitative and quantitative analysis methods to identify low-utility industrial land and redevelopment planning strategy research.Firstly,the study analyzed the industrial land use status,industrial development status and socio-economic status in the main urban area,collected relevant data on industrial land and enterprises,and classified the inefficient industrial land in the study area by combining the definition of industrial land and the causes of inefficient industrial land.Secondly,the principles and methods for the selection of inefficient industrial land evaluation indexes were analyzed and summarized,and the evaluation index system of inefficient industrial land established by referring to relevant norms and standards and local practices,and combined with theoretical research,five indexes were selected for the qualitative evaluation of inefficient industrial land in terms of land use and industrial development compliance;11 indexes were selected in four aspects of land use intensity,economic benefit,social benefit,and environmental benefit The evaluation index system of inefficient industrial land was constructed by selecting 11 quantitative indicators in four aspects: land use intensity,economic benefits,social benefits and environmental benefits.After a comprehensive review of the policies and measures for the redevelopment of inefficient industrial land at home and abroad,the experience of redevelopment is summarized by taking the London Industrial Zone and the Phoenix Industrial Zone in Dortmund,Germany,and the Shanghai Free Trade Zone,Wenzhou Lucheng District and Changzhou Creative Culture Industrial Park in China as typical cases.The study proposes countermeasures for redevelopment:(1)Strengthen the industrial project access audit system.(2)Establish an exit mechanism for inefficient industrial land.(3)Improve the efficiency of industrial land asset management through various ways.The redevelopment planning strategy of inefficient industrial land is also proposed in the light of the specific situation of the main urban area.The redevelopment of inefficient industrial land can be based on the development of regional industrial enterprises,and targeted planning can be formulated to guide the reuse of industrial land zoning and innovative land use methods.In summary,this thesis has studied the definition of the connotation,identification and redevelopment of inefficient industrial land to some extent,and the proposed identification and evaluation methods and redevelopment planning strategies for inefficient industrial land in the main urban area of Zhangjiakou can guide the redevelopment of inefficient industrial land in the main urban area of Zhangjiakou in practice,and also provide some experience references for the identification and redevelopment of inefficient industrial land in similar regions. |
