With the rapid development of industrialization and urbanization,the urban construction land is increasing rapidly,and the contradiction between supply and demand of land has become increasingly prominent.It is unsustainable to rely on infinite increasing pattern of construction land for social and economic development.How to effectively activate the stock of construction land and to improve efficiency of land use has become important work for the different level-government departments.The Changzhou Economic Development Zone(abbreviated as Economic Development Zone,EDZ)was established in 2015.Under the requirements of the municipal government,"Small changes will appear after one year and tremendous changes will show after three years",EDZ has come into a period of rapid construction and development,and is facing with the problems of lack of land resource and land extensive use.Therefore,the transfers of land-use types,the revitalization of stock construction land,and land intensive use have become an inevitable choice for the development of EDZ.The revitalization of stocks land,for example,the redevelopment of inefficient industrial land use,is undoubtedly an important way to promote the upgrading of the economic industry and increase the quality and efficiency of enterprises.This paper uses qualitative and quantitative analysis methods and takes the EDZ as the research object to analyze the connotation and identification method of inefficient industrial land.The current situation of the collective industrial land in the EDZ was studied,and a comprehensive evaluation method was used to evaluate the degree of intensive use of the collective industrial land in the EDZ.According to the proposed identification method,the low-efficiency industrial land in the EDZ was identified and the type of inefficient industrial land was classified.Based on the actual situation in the EDZ,a redevelopment model was proposed,the dilemma of redevelopment was analyzed,and related measures were proposed.The main research topics and results are as follows in this paper:(1)The status of the collective industrial land in the EDZ was analyzed.The statistical results show that the number of collective industrial enterprises in the area is mainly small and medium-sized enterprises,and there are not many large-scale enterprises,and the number of collective enterprises accounts for about 70%;the land development intensity and the benefits of various industries are average,and the gap between industries Large,need to focus on the potential to tap potential.(2)The degree of intensive use of collective industrial land was evaluated.From the actual situation of the EDZ,we use the survey database of industrial land and adopt a comprehensive evaluation method to establish an evaluation index system according to the industry where the industrial enterprise is located,and evaluate the degree of collective use of collective industrial land.In general,the utilization rate of collective industrial land with more than 50%in the EDZ is not high,which is mainly concentrated in the general equipment manufacturing,textile,electrical,chemical,and wood processing industries.(3)The identification method and recognition result of inefficient industrial land are given.The identification of low-efficiency industrial land from three levels that does not meet the national industrial policy,conforms to the national policy,but does not meet the local industrial planning,and low degree of intensive utilization,is characterized by the fact that the identified standards do not cross.There are 65 low-efficiency collective industrial enterprises that fail to meet the national industrial policy in the Economic Development Zone;32 enterprises that do not meet local industrial planning;and 177 enterprises that use low-intensity industries.(4)A model for the redevelopment of inefficient industrial land was proposed.Starting from the actual situation,two types of redevelopment modes are proposed:industrial parks and industrial parks.In industrial parks,land that conforms to industrial planning in the park will be redeveloped in a manner that uses independent upgrades,corporate mergers and reorganizations,and collective economic organizations in villages and towns to collect and government collect.If it does not comply with the industrial planning,it will be redeveloped through such means as enterprise transformation,government collection,or corporate relocation.Outside the industrial park,redevelopment is implemented by adopting methods such as centralizing the park,retreating two or three times,ecological restoration,developing tourism land.The redevelopment process will be applied to the trial policy of collectively-operated construction sites.(5)Redevelopment problems encountered difficulties and countermeasures.The redevelopment process faces problems such as insufficient planning convergence,large government financial pressures,low level of corporate enthusiasm,and imperfect related policies and regulations.Therefore,it is necessary to strengthen the implementation of multiple regulations,to make overall plans for overall land use planning and urban planning consistent,to formulate practical and feasible plans for the development of inefficient land use development plans,to improve the redevelopment system,and to strengthen financial security measures.As is seen,industrial land use evaluation results and the redevelopment mode of inefficient industrial land conform to the economic development.The research will help us to deepen our understanding of the redevelopment of inefficient industrial sites and is significant for redevelopment of inefficient industrial land when the land resources management is practicing.
